4:58all okay let's TR that again I guess
5:00I've been praying so this week I kind of
5:03over skipped that prayer I left home
5:05praying you dealing with children you
5:07learn to pray very hard uh but thank you
5:09so much for the reminder so with this
5:11time we have recognized we recognize
5:14those of you that are here and we don't
5:16have any uh comments from anyone so that
5:20takes us into our
5:22workshop and today we'll be Workshop
5:25regarding plans for swimming pool and I
5:29think [name] is going to kind of summarize
5:31where we are when we say swimming pool
5:34it has been many years in the Mak when
5:37you saw looking at it uh hadn't realized
5:40it had been that long
5:42but time passes on thank you
5:46mayor council I have um also a print out
5:50packet of my slide that I'm going to be
5:52showing um
6:00so as as we go back through the time I
6:02thought it was important just to kind of
6:04recapture just the process and where we
6:07started from and where we're at right
6:09now um as we move forward you know the
6:12councils that have made
6:14decisions um leading up to this place of
6:17not all the same council members are in
6:19place currently and I just want to be
6:21sure that everybody is aware and and can
6:24concur that you know what direction we
6:26need to head in or if we need to steer
6:28in a different direction or how that
6:30needs to work play out I need to keep
6:32Council kind of in the loop on that and
6:34tonight I just want to talk um having a
6:38having
6:40a have having a period of time that we
6:43can discuss options and uh what is it
6:46that we can all get behind to be sure
6:48that I'm headed in the right
6:51direction in
6:532015 in 2012 we did a um some repairs on
6:58our oil pool
7:00uh we we invested some money and it
7:02lasted us for two or three years the
7:04pool continued to Decay and have
7:07problems essentially the pool uh
7:10shifted um and the construction of it
7:14was such where it began it was full of
7:15cracks had voids underneath um the the
7:19plumbing was breaking because of the
7:21shifting um lots of lots of issues and
7:25so it's finally decided in 2015 we're
7:28not going to invest any more money
7:30uh there was a proposal to council at
7:32that time for about 45 or 50,000 to
7:36replace some of the uh tile decking or
7:39the coping around the edge the tile uh
7:42the kind of the rounded tile that Capt
7:44caps The Edge and council at that times
7:47like listen we got to stop putting money
7:49into um this uh swimming
7:52pool when I came on board in 2016 it had
7:56been
7:56closed um for going on the second
8:01year and but it was still there the
8:05swimming pool was still a hole in the
8:06ground you know with all the old
8:08concrete and structure there the the
8:11pool swimming pool house uh was in bad
8:15shape roof leaks sheetrock had all
8:18fallen in on the inside because of some
8:20roof leaking and stuff but we after
8:22looking at it um structurally the house
8:25the building was in really good shape at
8:27the pool house the old pool house and so
8:30I got council's um agreement at that
8:33time to use the site of the old Su pool
8:37where the old swimming pool is kind of
8:39use that excavated portion of it and put
8:42in plumbing and or or or go go out for a
8:45s a splash bad but using that old sight
8:49um so we went and broke the concrete
8:51sides off removed the old decking we
8:54gutted the um and and put a roof on the
8:58S on the pool po house to where we could
9:00kind of save the pool house and not lose
9:03it too we then applied
9:06for a Parks and Wildlife
9:09Grant and we received a grant in 2017 we
9:13received a grant for
9:15150,000 and it was to be matched 50% so
9:18it was actually
9:1975,000 and we matched it with 75,000 for
9:23$150,000
9:25project and we built a splash pad
9:30and using City funds we resheet rocked
9:33and fixed up the pool housee put new
9:36bathrooms in it fixed all those up and
9:40created a party room like a small for
9:42birthday parties and small events and so
9:46um that's kind of where that all came
9:49about uh we did have to be pretty
9:51creative cuz 150,000 was not without us
9:55putting in a lot of our own labor so we
9:57did get the 75 ,000 Grant and with
10:01additional labors of our own we put us
10:04um the fence around it we built the
10:05fence ourselves instead of Contracting
10:08that uh we built the little Pavilion on
10:10the side the shade structure the
10:13awning and um so anyway that's where
10:16we're at with with that
10:19process in
10:202019 um it was expressed to us there's a
10:24desire we really need a swimming pool we
10:27need to look at options for a new
10:28swimming pool
10:30um the splash pad is great um but we
10:35need to find other options for swimming
10:36pool and for summer
10:39activities I went out and we found a an
10:44engineer that U came in um he's out of
10:49Houston and kind of gave us an idea of
10:52what a swimming pool you know just some
10:55preliminary plans and designs and stuff
10:57like that he said based on all my bid
10:59that I've done recently and the size
11:01that you're you know he gave us actually
11:03four different
11:05um options of swimming pools sizes
11:09shapes
11:11locations um took it to council they
11:15kind of exed out a couple of them said
11:17we like this one but we need you know we
11:18kind of like this one too so we went
11:20back and forth a little bit until we
11:21found a a pool that we were we felt was
11:25big enough for the city and affordable
11:29he said based on that um we need to
11:32borrow $775,000 we we're looking at
11:35about $25,000 in engineering fees and
11:38design and bidding and all that and then
11:41that would give us roughly 725 750 for
11:45the actual
11:49pool
11:51we we got ready with um the bids we sent
11:56the bids
11:57out and in the this spring of
12:022020
12:03Co and winter storm Yuri people call it
12:08snow but we had just two horrible events
12:12the pandemic
12:13and um the snow or the freeze across the
12:17entire us that caused huge shortages and
12:21and demands I mean po swimming pools
12:22across the US had pumps pop break
12:27PVC shortages you couldn't buy PVC at
12:29any of your hardware stores
12:31and um and then people not showing up
12:34due to covid um a lot of the contractors
12:36they lost their where they just put
12:38everything on pause so we' got no bids
12:41when we first went out to bid so we sat
12:42on we sat on it for uh you know about 6
12:45months8 months waited for things to kind
12:48of come back to some normal normaly went
12:52out for bid again at that point what
12:56using the expectation of a 750 $50,000
13:00pool um we got bids back at 1.5 million
13:04and 1.8
13:07million and so we we knew it was well
13:11you know it was twice at best twice what
13:13we had budgeted for so we kind of set
13:16back a little bit scratching our heads I
13:18brought it to council a couple times and
13:20couldn't really get any commitment of
13:24where we're going to go from
13:25here um I brought it back to Council in
13:282022
13:30with an idea that
13:31let's what we were going to do is the
13:34concrete deck the large patio you know
13:36the concrete decking all the way around
13:38it
13:40um and the the fencing and the
13:45lighting let's find local contractors
13:47and let's bid let's put bid alternates
13:50to where we can have let's bid the
13:51swimming pool out and then let's find
13:53local for concrete let's find local for
13:56fencing and electricity all the
14:00lighting uh the lamps and stuff around
14:04it and we brought bids in the kind of
14:08the best scenario at that time using the
14:12three different bids for local
14:13contractors and the swimming pool was
14:151.1
14:18million um that was
14:212022 still didn't have the funding for
14:23it I still had to come up with you know
14:26close to half half a million dollars
14:29at that
14:30point Council said and I presented to
14:33council I said the only other option
14:34that I know at this time is let's try to
14:38go out and get a grant to pay for the
14:40extra
14:42costs at that time Texas Parks and
14:44Wildlife was talking about a new project
14:46for swimming pools and they would
14:48increase um they call them large
14:50community projects it used to be half a
14:52million
14:54dollars so you had to come up with
14:57250,000 and they would would Grant
15:00250,000 for swimming pools half a
15:03million dollars is not even close enough
15:05so after the 20 you know 2020 era when
15:08swim pools jump to the roof they
15:10increased their grants to 1.5
15:14million and so now we're kind of in the
15:18play you know we're kind of back in the
15:20area that we're feel more comfortable
15:22with and it just so happens that we've
15:25already we already have on hand 750,000
15:29the grant for 750,000 gives us the 1.5
15:31million let's shave a little bit let's
15:33do whatever it takes and let's get a
15:34project for 1.5 million and so we
15:37applied
15:38for this the swimming pool grant for 1.5
15:44million and we submitted it last year
15:49and we received notice first part of
15:52this year that we did not get
15:56funded there were 68 um Texas Parks and
16:00Wildlife applications for large projects
16:02for the $1.5 million
16:05bracket 68 applications we came in
16:08number
16:0930 out of 68 applications and they gave
16:1322 they granted 22 of them the top 22 so
16:17we were just shy by about seven or eight
16:21applications you do lose they do deduct
16:24a little bit of a points if you received
16:27it in Prior year so if there's another
16:28if there's another city that are neck
16:30and neck with us you know Apples to
16:32Apples they'll give them priority if
16:35we've received one more recently than
16:37them they didn't re if they receive
16:39theirs 10 years ago and ours was 5 years
16:42ago they get additional points so you
16:45lose some points there you can apply for
16:48it every year but in order to be
16:50competitive and allow other cities to
16:51get in the mix and get funding they
16:54won't give the the same city every year
16:56you know necessarily
16:5830 is out they I mean one they got it
17:01they gone and so yeah the 30 in front of
17:04or the 29 in front of us they gone
17:07they're going to have funding so and
17:09we'll lose some of the points or some of
17:11the deductions in points because now
17:14it's just another year behind us that we
17:16received the last
17:17rant and so that's just where we're at
17:21up to this point and so I wanted to
17:24present three options to
17:26council we you know before you go on on
17:29the timeline it seemed like it's it's a
17:31very it seemed like it was a long
17:33timeline but when I came in it was
17:35everybody's priority we want that pool
17:38we want a functional pool we want a pool
17:40that everybody I mean y'all grew up with
17:42the pool we grew up with the pool we
17:44really have to have can't get anything
17:47smaller just from having had years of
17:50experience with the pool you know when
17:53everybody's diving in on top of
17:54somebody's head was a pretty sight but
17:57it it was it was so many many people had
17:59need of it and what you're finding now
18:02even in the city not a lot of people are
18:04not investing in pools anymore because
18:07of what it costs when you try to sell a
18:09house when you do all that it's a it's a
18:12lot more into it so it's not as many
18:16personal pools as there once were in
18:19terms of individualized we do have you
18:22know still have a significant number but
18:24they're private pools but what a city
18:27our size need we need to accommodate our
18:30population that want to swim and you
18:34know in one way or the other and so my
18:36first uh when I first came on I was just
18:39hey let's go build this pool I walked
18:42through that pool and if I never would
18:45have believed it was that unsafe you
18:47could stand in the center and bounce and
18:50it moved and then he showed me the
18:54lights he said he doesn't know how we to
18:57get electrocuted in that they were in
18:59the water and they weren't really
19:01protected so you know to God be the
19:03glory nobody died in the pool but I you
19:05know I would say let's fix it up he said
19:07you really can't do anything with that
19:09poo I was I was for let's go through
19:11let's but because of the structural
19:14damage it was just going to be such a
19:16problem to to to do anything with it
19:19like I said I didn't believe it until I
19:21walked through and I bounced around in
19:23it and if somebody had told me that
19:25concrete would bounce I never would have
19:27believed it and that you could swim in a
19:29pool with exposed wire and nobody get
19:32electrocuted it was really that bad and
19:36so quite naturally I said I see why we
19:38can't build on it and we can't open it
19:40up in that state that it had to be
19:42demolished and start from scratch
19:44because lives are more important than
19:46Recreation even I love a pool but I
19:48don't want to die in a pool but and I
19:50wouldn't want anybody in our city to be
19:52that safety to be an issue so that was
19:55why we had to scrape everything but one
19:57thing that I have seen that it's up to
19:59this point how they Salvage what was
20:02there and what was there was uh the the
20:06the party room I guess that's what you
20:08call it now where you can actually have
20:10a splash pad and that was another grant
20:13that I don't know if you had talked
20:14about that yet but there was the other
20:16grant that set out and it's a wonderful
20:18little location and it worked well if
20:20you've seen in the summer how well they
20:22used the splash pad and the birthday
20:25part of it it it's really nice but for
20:27the size of our community and with the
20:30rate that is growing to accommodate
20:33we're going to have to go to another
20:35level uh and we want that pool I'm I'm
20:38like I said I said whatever you know
20:41about what we need to do to get it so
20:42[name] going to talk explore the other
20:44part and I and I and personally I don't
20:47think we need another Splash Pad we
20:49don't need another extension we need a
20:52pool a real pool a pool where kids can
20:55qualify and get their license I mean
20:58they
20:59whatever is they don't go license what
21:01they go lifeguard for lifeguards yeah
21:03they get cuz I know when uh my daughter
21:06was even back in it they had they didn't
21:08have quite enough space to to measure
21:11you had to go and you had to do an extra
21:13two laps to make a lap count or
21:15something I anyway she couldn't qualify
21:17because of the lent and so I do know how
21:21important it is and I Community is
21:23growing and that is something that is
21:25accessible to everybody
21:28yeah you don't have to know anybody you
21:31don't have to be friends with anybody it
21:33is an open public pool and I think I
21:36mean I I'm just pushing it I love a pool
21:39I know we need to but I know we need to
21:41do what's best and not cut too many not
21:44cut Corners so that it isn't a project
21:48because in a couple of years if you're
21:49back to square one you don't have enough
21:51space to maneuver you don't have enough
21:54resources in place so with that in mind
21:57that's fishes having and she loves a
21:59pool but I grew up in galston part of
22:01the way so y'all know I love water so
22:04but pool is something that's really
22:05needed in this community for our
22:09children okay so no man you're good um
22:14so we have I was going to briefly touch
22:17on three options then go through those
22:20options more in depth and come back to
22:21this page here so we can just we'll look
22:24at this this will be our page that we
22:26return to so essentially build using
22:30some some of our existing designs that
22:32we've already talked about and then find
22:35additional resources that find
22:37additional funding find what is that
22:40dollar amount what does it look like how
22:43much are we
22:44short and what are the best ways to um
22:48acquire that money and bring that back
22:51to council if y'all want something along
22:53the sizes and like I say there's options
22:56there's when it comes to swimming pools
22:58there's there's lots of options we did
23:00try to
23:02make not if something was very very
23:04expensive and it didn't make it wasn't a
23:06big benefit
23:08for you know we didn't feel like it'd be
23:10really needed or used we cut it but
23:13things that we felt like gave us extra
23:15and there's two pools that I'm going to
23:16show you one we created with some
23:19additional changes that gave us more
23:22Parks and Wildlife Grant uh
23:25credits if they made if we made the pool
23:28with a a zero grade entry instead of
23:32just a you know a pool hole in the
23:34ground that had to have
23:36lifts to drop you down in the pool if if
23:38you were disabled or in a wheelchair and
23:40they had to drop you down in the chair
23:43versus a a zero grade entry where you
23:46could roll up into it or beach beach
23:48option a beach front type option yes sir
23:50or where you're if you're elderly and
23:53have unstable footing or whatever and
23:55you can just Wade right off into it
23:57without having to climb downstair
23:59all kinds of different options right so
24:01we tried to find some stuff that the
24:03parks wild I said extra points for this
24:05extra points for this and we you know we
24:10um prioritize
24:13those use our existing funds I come back
24:17to council say this is the money that we
24:19have on hand for a pool and
24:22here's here's what we believe we can get
24:25for that amount of money um our our
24:27engineering
24:28uh group without spending a lot of time
24:31on it they did show us they said hey we
24:33actually just built a pool it was for a
24:36an HOA subdivision for like a small
24:38neighborhood it was for their main
24:40office uh we just built the pool for
24:44roughly that amount and we can show you
24:46and so I'm going to show youall a
24:48picture on that too just what a smaller
24:50pool using existing funds what's
24:53feasible without borrowing more
24:56money or repp for the parks Grant again
25:00reapply for the parks Grant put in for
25:03it see if there's additional sources of
25:07funding along the way to where we're not
25:09just sitting here for a year twiddling
25:11our thumbs waiting on the parks Grant
25:14but I do we actually we spoke with Parks
25:18and Wildlife group they looked at our
25:19application they feel it's a really nice
25:21a good application they did offer up a
25:23workshop in May there's a workshop that
25:27we can submit our application to and
25:29they can go over it with us and see if
25:33they can find any ways to improve our
25:35application or remove things you know
25:37add or remove things that will give it
25:40more favorability
25:43favorability and
25:45so but essentially hold on to our money
25:48for now don't spend
25:49it a couple of the things that I can
25:51think of with that even
25:53though it it is a valid option it's
25:57another year and I cannot guarantee that
25:59we'll get it I feel like we're going to
26:00have better chances or improved chances
26:02of getting it and our chances were not
26:04bad this round we did have a pretty good
26:06chance and we got pretty close but it's
26:08not guaranteed so we may wait another
26:11year for nothing and we may um you know
26:16the dollar as long as a dollar is
26:18sitting in an
26:20account PBC and things still go up you
26:23know we may not get as much bang for
26:25buck right now in a year with that same
26:27money
26:29but that being said that same money or
26:32you know if we're going to move forward
26:34with engineering bid process is this
26:36still going to be a good year maybe not
26:39but you know it won't be tomorrow to if
26:42y'all tell me today hey go out and build
26:45a pool you know if I go out and I'm
26:46going to have to find more money we're
26:49going to have to go out for Bond all
26:50that process takes months and months so
26:54it still wouldn't be a tomorrow project
26:58all right so so so with that being with
27:02that being said that I mean with you
27:05doing that you still could apply for the
27:07grant as well why are you going out for
27:09bid and and make those yes unless unless
27:14if we commit to anything else so if if
27:18we go out and commit and begin
27:20construction or we're out of the paying
27:26money using existing funds this grant U
27:30just like most all of our grants if
27:31you've already made commitments for it
27:34saying hey we we technically have the
27:36money or we have a wherewithal to get
27:37the money we plan on being good for it
27:40and then we're going to get a grant just
27:41to try to reimburse ourselves we won't
27:43qualify it has to be we can't sign or
27:46execute anything until we get grants
27:48that says you've been approved you may
27:51now
27:52proceed um we could go ahead and plan
27:55and put in for a grant put in for a
27:57grant
27:59and then start coming up with other
28:00options and if we get other entities
28:03school districts you know there's
28:06options yeah the school already said
28:08that they wouldn't um partner with us so
28:13they said they said they would partner
28:14with us I mean I talked with them but
28:16they actually didn't say that they
28:17wouldn't they what what was actually
28:19said was that they wanted to explore it
28:21more yeah and so and and and and it was
28:25and with I'm sorry no you and with the
28:27time that it happened because I did sit
28:28down with both and the part of the board
28:31and whatever but the the deal was it was
28:34it was a little mixed message in terms
28:37of what the expectations were and then
28:39it was also mixed message on how much
28:41funding they actually had available and
28:44at one point it wasn't the funding that
28:48everybody thought was available when it
28:50when the when it was kind of pointed out
28:52but it was never a point where they said
28:55that they didn't think it was a good
28:57idea to to see if they could work
28:59because because of the number of kids
29:01that wanted to they just wanted a little
29:03more specifics with it detail spell l
29:07because when we talked about it
29:08originally it was just a it was quick
29:10the grant was coming up and everything
29:12was coming up and we're trying to do a
29:14quick but the long term even with the
29:18YMCA it was a a full conversation with
29:22it that it was something that everybody
29:24could kind of te we spoke with the YMCA
29:27we spoke with boys and girls Club
29:28there's like I say there's options none
29:31of them are guaranteed once you
29:33introduce and enter into Partnerships
29:34and agreements with other
29:38entities you're kind of putting your you
29:41know you're putting yourself out there
29:43that that things may go in a different
29:45direction then you have joint you have
29:47more
29:47opinions um which it might be required
29:50we may have to say Hey listen we'll
29:51Commit This Much and so if it's a joint
29:56effort um or or we find additional
29:59funding say okay we feel like we can
30:02free up this much money we're going to
30:05go ahead and bite it off and we're not
30:07going to wait for another year for that
30:08Grant so go ahead and pull it like that
30:10way I'm not wasting that time but if a
30:12new project does come up that can fund
30:15it we haven't missed the window of
30:17opportunity to apply for the grant and
30:19we can then just call them and say we
30:22found additional funding we don't need
30:23the grant now just pull our application
30:25so we're looking at doing it
30:26simultaneously
30:29uh one and three at the same time that's
30:32an
30:33option I mean we just can't commit
30:36number one we can't put the number one
30:37till we hear from number two but it
30:39wouldn't stop the process from going on
30:41with number one yes ma'am so using the
30:45existing funds that we have um it
30:48wouldn't be much of a this is much of a
30:50pool here's what we were given
30:54on so
30:58this whole pool
30:59here um is about the half the size of
31:02our old pool that's a hotel pool it's a
31:05small pool a small it's about a hotel
31:07pool it's a small it's a little bit
31:09bigger than a hotel pool maybe a going
31:11work and so I mean he said this one here
31:15he said the pool itself cost 550,000
31:18with with that um he said it doesn't
31:21include this Jacuzzi or heat you know
31:23this over here because that was already
31:25there but it doesn't address um any kind
31:28of Booth space like concession stands if
31:31you're going to sell food tickets at the
31:34gate you know or storage for backboards
31:37and medical supplies and bleach and well
31:40I mean with that being said I would
31:42focus first I would focus on uh putting
31:45the money towards the pool and then let
31:48us uh look towards getting uh office
31:51space or concession because I mean we're
31:54targeting the pool I mean we're not
31:57targeting
31:59concession office I
32:01mean a lot of it's required though for
32:03instance what I'm when I'm talking about
32:05his when he said 550,000 for that it did
32:08not include see those light poles it did
32:10not include the fencing on it so you
32:13have to have lighting you have to have
32:14fencing you can't leave it open um
32:17accessible um and you have to have some
32:19way to man a gate or you know something
32:22like that and you have to have a place
32:23to store supplies backboards and bleach
32:26and yeah chemicals but you don't have to
32:28you don't have to you had given me a u u
32:32there was a drawing saying that you
32:34would look at doing like a 100K for it
32:37but I don't think that would I mean an
32:39office concession um storage I think we
32:43should be able to do that for Less it
32:45just depends on what and then the rest
32:47of it goes towards the pool yeah it just
32:48depends on what you're wanting to to
32:50build okay there's the options are all
32:53over the board I can you know something
32:55short of a you you know some type of a
32:59movable not a storage building but you
33:01know you can bring in some kind of a
33:03there's all kinds of options it's just
33:04what do y'all want do y'all want it to
33:06be more rinky D or
33:10something outside of
33:12options yeah B outside of
33:16option
33:18three um outside of us receiving option
33:23three everything else would not fit
33:29our need you know we we we could we
33:31could build a pool just to say that we
33:34have a pool but outside of option three
33:37we uh it wouldn't meet our need other
33:41than if we uh go back to option one with
33:46a with a uh um tax increase
33:51uh but I think I don't know yeah what
33:54you're saying is number one I think
33:56we're all in agreement we want to reove
33:58I mean there is not no El say well
33:59that's what I'm saying and that's I said
34:01we do want the real pool we want a pool
34:03that's functional because if it's
34:05smaller than the one that we had before
34:07it's not going to be functional I mean
34:09if you were out ever out at that pool it
34:11was body to body on on a good day so
34:15with that like you said option one the
34:19own is and I think [name] had already
34:22mentioned it that looking at option one
34:26is not one that we can't proce suit
34:28about how we could get other funding and
34:31looking at any other funding source but
34:33it
34:34is has to coincide with option three
34:38because if you accept anything and you
34:42receive money to start with option one
34:46then you are not you're automatically
34:48ineligible so three option three then if
34:52we apply then we we we stand still we
34:55but we no we can do them simultaneously
34:57you you don't necessarily have to stand
34:59still you just don't have to spend the
35:01money if we found if we explored another
35:04way to do bonds to do rais it we could
35:07explore but we couldn't commit to it but
35:11but no but we can take no action we can
35:13take but we could actually see and we
35:15wouldn't lose time so we didn't get it
35:18we could automatically go into Plan B
35:21cuz one would have to be Plan B and not
35:24plan one until we have an answer from
35:26from the deal so what would happen
35:29differently at this point that we didn't
35:31do before we just
35:33waited mhm we we waited with great
35:36anticipation and great hope and we got
35:38slout but that's all right but we moved
35:39up to we we were halfway up there okay
35:42so the top half now can't apply maybe
35:44it'll be another half but what we didn't
35:47do we didn't explore the details of
35:49where we could get other monies from now
35:52we can we can't we can't lock ourselves
35:55in it but at this point we could
35:57actually a look at other sources of
36:00funding that we could pursue and [name]
36:03he's he's the business
36:05person so if we apply if we apply for
36:09this we should know once again by the
36:11end of December that they actually said
36:14normally they they come out with these
36:15in December December 1st of January that
36:18it actually pushed by about 60 days
36:21there were some
36:22other issues or things that they didn't
36:25um they didn't review the applications
36:27like they normally did on schedule so if
36:30we do apply for it we should know by the
36:32end of this year so that gives us
36:36roughly you know 12 months to know 10 to
36:4012 months to know whether that's coming
36:42in while that's applied for and we're
36:46waiting for
36:48that according to what I'm understanding
36:50from the mayor we could go out and say
36:52here are our our financing options and
36:56here's how much it's going to cost and
36:57here's option one two and three and four
37:00you know and we have then we have real
37:02dollar cost is it going to be 2 cents on
37:05the on the value you know is it going to
37:07be one cent for seven years is it going
37:09to be two for six years I can give
37:13options of what it's going to cost what
37:15it's going to cost the median home
37:17value you know just different options
37:19and then we then y'all can decide no
37:21we're not going to bite that bullet
37:22until we
37:24know and then
37:28in January December or January it said
37:30they say yeah yes then that's great but
37:34worst case they say no then then we have
37:37all the options and then we can go
37:38straight forward it's so it's not any
37:40time wasted to where I don't spend
37:42another 6 months after that looking for
37:44funding we would have everything laid
37:46out well it would be nice if we could
37:48get the funding sure yeah I mean it'd be
37:52nice but we do like you said and I know
37:55understand what council was saying when
37:57she said we really don't want to waste a
38:00lot on the outside we want to put bangs
38:03or our Buss on the pool itself the
38:06actual pool but you do have to do the
38:08other trimmings around it we do know
38:10that a certain percentage but we want
38:12the bulk of it to be what does it take
38:15to make the perfect pool where where do
38:18we have the you said we have 7 750 where
38:21do we have the 750 up right now dra it's
38:23sitting in a account dra drawing
38:25interest yes sir okay
38:28but if I know that we're not going to
38:30touch it for 8 months or something like
38:33that I can put in a CD and Draw Bigger
38:36you know bigger interest it's just at
38:39this point you know if they came out and
38:40said hey you got the Grant and I got it
38:42in the CD and I pay penalties to pull it
38:44so I can put it in the bigger interest
38:46drawing account and so you said the
38:48grant would I mean you wouldn't we
38:50wouldn't know that the grant was
38:52afforded until when was approved until
38:54the Cycles U the Cy get a 6 month C
38:58M yeah you can do six month I think 8
39:00months month little more money on it
39:03anyway I mean no it's just up until now
39:07I want you know the timing I didn't feel
39:10like we could lock that money
39:12up for six months if we did number three
39:16U who we have for
39:18donations for sure we um we can get some
39:23donations from we we had a company not a
39:25company I'm sorry it was a a church that
39:27came in in
39:292015 um when Council was talking about
39:32listen we're going to have to shut our
39:32pool down we can't afford to keep it
39:34open and we had some Churches come in
39:36and said man this is really important
39:38for us you know that this pool stay open
39:41and they offered to begin fundraising
39:43and so we open an account and
39:45everything um I don't think we received
39:49anything that we I I don't think we
39:52received
39:53$1,000 you know and so we put that money
39:55but ultimately it's still had to be
39:57closed down because it was going to cost
40:00at that point roughly $50,000 to replace
40:02the tile and and when I said and I do
40:05understand what you're saying on like
40:07the uh the the building but you know
40:10there are options but what I was talking
40:12about the things that weire that that
40:14other pool did not have or did not they
40:17did not spend when that they spent that
40:18550,000 they didn't have concrete around
40:21it cuz it was already concrete there it
40:23was an existing pool that they went and
40:25re that they dug it back out but they
40:27had decking to work with and fencing and
40:28lighting so you have to have at least
40:31fencing and uh concrete so it's not
40:34grass up to the edge of the of the
40:35swimming
40:36pool so it's just that's what I was and
40:39that's why I put in there roughly just
40:41something along the lines of that that's
40:45why I put they said that that pool
40:46itself cost 550,000 how large is it how
40:50large is it I have the I have the
40:53dimensions it was it's four lanes
40:54instead of six it's four swimming Lanes
40:57okay and 60 ft I believe long not 75 so
41:00it's 24 it's 24 wide instead of 40t wide
41:06so it's almost half wide and it's only
41:0860 instead of 75 75 or 80t is a half um
41:13half an olympic size yeah so you can do
41:16the the double lap you can do a two lap
41:18and you you'll get one olympic size
41:20swimming P this is even smaller than
41:23that and it um it's only 20 4T wide so
41:28it's four 6ft
41:30Lanes um this here with concrete and
41:33fencing and everything else we'll still
41:35be probably spending more money than we
41:37currently even have yeah I had a 20 by
41:4040 pool and um by the time all of my
41:46grandkids got in there and a couple of
41:48three adults was full it was full you'd
41:52be jumping on like you said jumping on
41:55somebody's headp even the when it P was
41:57big it was hard to keep the the real
41:59swimmers from diving in on top of
42:01everybody but like I said I I mean we've
42:05already discussed we would like the pool
42:06but I like the fact that when we look at
42:09a pool handicap
42:12accessible senior citizen friendly I'm
42:15on that other side now so that you don't
42:17have to clam up up and down you can just
42:19walk and then it's familyfriendly
42:22because they can sit in that little
42:23shallow part and be there with the
42:28kids yeah also I think that I mean it it
42:31would benefit like to say handicap
42:32exceptable if they wanted to do water
42:35aerobics on the L this one here
42:37something like that that's what I that's
42:39what we have on this one here yeah that
42:40one had all those so right here is the
42:43zero degree
42:45entry you uh the beach front entry and
42:48it's flat and so here you get to 3ot
42:51from zero up here right and it starts at
42:543T and here's an underwater bench on
42:56this side and on this side all down this
42:59side is an underwater bench and on this
43:00side is an underwater bench for parents
43:02to sit and wait for their kids while
43:04they're playing and everything else all
43:06of this is 3ot for water
43:09aerobics um and it was you know pretty
43:12good size area for your water aerobics
43:14and it had a little shade structure and
43:16then you have a six-lap pull you know
43:20and then it off to the side over here it
43:22had a uh a pretty nice water slide for
43:25just an additional attraction kind of
43:26keep all your big kids playing over here
43:29and out of the way and your smaller kids
43:31can be to where you don't have big kids
43:33on top of small kids and stuff like
43:35that so know you did you did have a I
43:39think another amenity was the
43:42basketball all we had options when we
43:44bid it out but they were bid alternates
43:47we have dollar amounts um to add right
43:50here if you see that to right here you
43:53have a a basketball hoop it also had the
43:56option that you could put up a
43:58volleyball net across and play Water
44:01Water
44:03volleyball replacing that about once a
44:05week okay what's that a basketball Bill
44:09I swinging on them since we don't have a
44:12diving board they're going to yeah yeah
44:15so I mean um you know there that's why
44:19it went from 1.1 million that when in
44:21your slide 1.1 to 1.4 there's things
44:24that we could we can I mean I I don't
44:26have
44:27yeah I don't have a problem with you
44:28know adding our amenities you know at a
44:30later time cuz those things could be
44:32added later that was another thing is
44:34you don't have to rebuild you don't have
44:36to reinvent it to add additional so what
44:38you need is the
44:40structure we need to make sure that we
44:42have enough the structure in place and
44:45then you can add like you add the fluff
44:47later but being able to roll into the
44:49pool is a must uh because it's a lot of
44:53people do the robs and get into it then
44:56being able to sit in there while your
44:58children are playing is a wonderful
45:01thing because before when they had the
45:02little pool they got you go sit in that
45:05little pool and it wasn't room for the
45:07children to play in the
45:09pool all the grown folks sitting around
45:12the edge and had the kids didn't have
45:13enough room to play but I it's so the
45:17basic parts of that pool I
45:21just you know the way we had kind of had
45:25this drawn up existed so this is an
45:28existing restroom
45:31here and then in between it we would
45:33have a a patio area for eating to keep
45:36the eating and the food and the candy
45:38and stuff that attracts ants mhm
45:41everything keep all food out of here and
45:42drinks and have some picnic tables and
45:45stuff like that for to come out and eat
45:47have a storage room concession and a
45:50ticketing Booth you know right here with
45:51the gates to where it'd be a control
45:56point of entering up
45:58um and those those can be eddied with
46:03other than yes ma'am some of it you you
46:05don't have to we have the restrooms we
46:07have that and we can do state phase two
46:10of the edit but the key for is to have
46:14the basic
46:15structure right here
46:18yep okay so basically you're saying that
46:20you're going to you would apply for the
46:23uh you're saying that you would apply
46:24for the grant I can along with
46:27um seeking other funds to assist with
46:31what we already have now so whichever
46:33one comes first um if we receive the
46:37funds first to actually move forward um
46:40with the pool we can do so if we decided
46:45to but if you if it was if the grant was
46:48still on the table and it was just a
46:50matter of a coule we got the Grant and
46:52then go to then we could do but but the
46:54but go ahead but if we but what I'm
46:56asking is so that's what I'm saying if
46:58we still get the funds so you're saying
47:01if we get the funds if you find the
47:02funds that we can um
47:06uh purchase the I mean to go move
47:09forward with the pool so if we get those
47:11funds we still hold on to those funds
47:14yeah until we check and see if the has
47:18been approved yeah once we commit to
47:19those funds we can't get the grant if it
47:22came through so you're talking about a
47:24couple of months difference but two or
47:26three months maybe different between
47:30where they would respond so because it's
47:32going to take a long time to seek the
47:33funds and line so what's the long time
47:36what's the time frame are we looking at
47:37you're still looking at are we looking
47:38at years no not years no we looking at
47:42months hopefully so squeze into year
47:46either way me a lot of the timeline's
47:48going to be on Council
47:51so the I mean for us to go out and seek
47:54the funds okay a tax note let's I mean
47:57the easiest thing is a tax note but if
47:59I'm trying to find something that's more
48:02competitive you know if it's if we do
48:04something that's more competitive then
48:05we we're you know that's that's the
48:07timeline like we can go out and borrow
48:09money and we the easiest thing to do is
48:13borrow money against property taxes mhm
48:16and you know I don't know that council's
48:19ready to bite that bullet
48:21um no you know oh no we already going
48:25give away um so no we don't need no more
48:28taxes and so we already I mean I mean
48:31what are you saying I mean we can give
48:34companies um tax abatements to come in
48:37we can't give
48:39ourselves that's a different I mean tell
48:41me something okay a tax abatement is
48:44future taxes that we're not even getting
48:46if we don't if we don't go up to a tax
48:48if we don't sign a tax I'm just asking
48:51we lose that company and we don't get
48:52those taxes anyway okay this is
48:55committing mhm and increasing our tax
48:57rate M directly
49:02so the money I mean the money has to
49:04come from somewhere so the easiest thing
49:06is or or the simplest that most cities
49:09would do is a tax note but if we want to
49:11be more competitive and try to find more
49:13monies
49:16elsewhere then it's going to be it's
49:17going to take some creative searches and
49:20and thinking about how to basically how
49:23we came up with this last one I was able
49:25to use existing
49:27ins reserves that we already
49:30had to pay off that tax note so we
49:33didn't have to increase the the the tax
49:35rate the money that we have currently
49:37sitting in for the swimming pool did not
49:40cause a tax rate
49:41increase and so that's some of the
49:44creative thinking I'm talking about but
49:45I I don't know you know so to get the
49:48pool that we need uh we we would need to
49:52get the local park
49:54Grant option three
49:57the the the monies for to get something
49:59like this yes yes correct without
50:02creating another funding source without
50:05borrowing
50:06money like I say unless you're looking
50:09at other
50:12partners we go back again to you know
50:15YMCA Boys and Girls Club well there's no
50:17guarantee of getting another partner so
50:20no not and you really I me you start
50:22operating on their dime then just like U
50:25is this the the olymp OIC size yes sir
50:28I'm said so if we get this and then the
50:30school C no no I'm sorry it's not an
50:32olympic size it's it's the 80 foot it's
50:34the half it
50:36is it is qualified for so we do this on
50:40our own then the school calls and says
50:42hey we need to start using the pool well
50:45they have to pay a fee it'd be for a fee
50:46what and that's what they had initially
50:48S I mean they'd have to do a they'd have
50:50to do a contract more or less they had
50:52initially and that's what they were
50:54talking about they didn't want to they
50:56wanted a contract to said they didn't
50:59want to own anything they just wanted a
51:01contract right to to be able to use it
51:04what what they had mentioned is the
51:06things that they were the things that
51:08they would be open to is things that are
51:11specific to a swim team like
51:13requirements for a swim team Locker a
51:16locker room
51:18showers you know changing room and
51:21Diving blocks and they needed that then
51:23they could put that stuff in right and
51:24that's what they said that they could
51:25probably justify using School funds for
51:28or things specific to their
51:31requirements diving blocks diving blocks
51:34and and maybe or a pool heater that way
51:37when they're swimming during
51:39the winter months they can warm the pool
51:42up things that of that nature the the
51:45school was not against at that time but
51:48there was no commitments it was just
51:49more of a discussionary a discussion
51:52about it or or were we charged to get in
51:56okay well that would have to be U no all
51:58that would be negotiable depending on
52:01what I mean the cost for it would be
52:04like a contract between which talking
52:07about individuals oh the individual
52:09it'll probably run it'll probably r run
52:11about the same thing individually
52:13because the pool has never been a money
52:15maker for the city is always been at it
52:19would be set according to what was
52:21functional for the city they would set
52:23the the city technically would we want
52:27bite the bullet and make it accessible
52:29to everybody or do we want to make a
52:30we're not going to you're not going to
52:31ever really make a lot of money on it
52:33and it was never designed for that the
52:35city pool I mean you saw what the price
52:38was to get in using using the cost all
52:42the basic costs and we we talked to a
52:44few other cities as well as our
52:46relationship or our history with having
52:49a swimming pool we were it was costing
52:53us about $40,000 when we used to have a
52:55swiming pool and talking to other cities
52:58that's not that's not out of
53:00line
53:02um the more you know and then we were
53:05selling I believe it was $2 I think for
53:08half a day four hours or something like
53:10that so it was just more of a nominal
53:12fee you actually made some money off of
53:14birthday parties and rentals of the
53:16whole so different options concession
53:19stands concessions is what um the other
53:22cities have said have made them the most
53:24money is concessions if you don't allow
53:26outside food and drinks no glasses no
53:29glass bottles and all this kind of stuff
53:31and they buy it there then you're that's
53:35a lot of your source of Revenue is
53:37concessions so we're going to have to
53:40hire a u a maintenance person I mean a
53:44caretaker yeah I mean another city
53:48employee to to to be the LIF guards
53:50during the month during the what once
53:54again this is getting pushed off another
53:55year so I can't put I can't put them on
53:58the hook for something that's a year
54:01from happening but the Boys and Girls
54:03Club said that they won't to partner
54:05with us and run it or they' be willing
54:07to partner with us and run it like they
54:09do lkin naad doas and other
54:11cities um and then they develop to see
54:15what that Delta that loss how much do
54:17they lose per year and ask us to help
54:20cover that loss cuz they're not they
54:22don't plan on making money either um the
54:25city of lkin
54:28um it's either city of Lin or nacadas
54:31has two pools one of them has two pools
54:32one has one I believe Lin has two and
54:34nacadas has one and
54:37so uh lkin has an agreement with the
54:40boys and girls club they have all the
54:42Staffing lifeguard the training
54:44insurance policy you know they cover all
54:46the
54:47costs and um you know they pay $60,000
54:51the Boys and Girls Club does and it's
54:53just run by them and it's not run by
54:56City the employees is that a possibility
54:58here yes sir it is that's and that way
55:01you're not duplicate they're buying all
55:02their chemicals from the same Source
55:04getting better pricing they have Pro
55:06training programs for
55:08[Music]
55:09lifeguards it's a it's a we're not
55:13Reinventing the will by using a company
55:15or Boys and Girls Club who already has a
55:17a presence here in Houston County in
55:20Crocket where is our boess they're at
55:22the school they have a hybrid program so
55:25they have employees boys and girls
55:26program but it's at the school they
55:29don't have their own club separate from
55:30the school yeah they're they're at
55:32elementary so that's why they're kind of
55:34interested in expanding
55:36their program here in
55:38Crock
55:41so okay so let's let's let's go bring
55:46some recommendations or some so
55:50basically so r that by me again so
55:52basically we're looking at
55:56threefold or
55:58twofold probably
56:00two excuse me I said many folds if you
56:03break it
56:06down okay so applying for the grant
56:10applying for the grant and also looking
56:11for other
56:12funding seeking Health funding is that
56:15what we're doing so the the monies that
56:18we have currently you're thinking about
56:21putting that placing that LCD or if
56:25y'all if y'all want like I could come
56:27back with a few CD options and we short
56:29term we'll deposit into CDs well if it
56:32ain't making much right now I I'd put it
56:34in something that's making money it's in
56:36a low interest bearing it is interest
56:38bearing but it's not much I'd put it in
56:40something for a little bit that makes
56:41some money well the money markets are up
56:46aren't they yes ma'am and that and with
56:49money markets being up some money
56:52market as a as a public government
56:55there's some money market Market we
56:56can't put in for so we don't have access
56:58to but CDs and some money markets we can
57:01so I can bring you on okay I think money
57:03market options would be good so one
57:06thing so option one to
57:09pursue the exist using an existing money
57:12that we have to pursue the possible
57:15money markting um increasing in uh
57:19getting making money off of it some way
57:22right 750,000 okay that's one of the
57:25things one of in option one the other
57:28part in option one is that we were going
57:30to look to see if there was any
57:32other options for well acquiring money
57:37but even as we look at Option One the
57:39real bottom line for it is that we will
57:43not commit to anything if we're going to
57:46go to option if we're going to still be
57:48working option three and option three is
57:51that we're going to
57:52pursue the uh the Grant Park the local
57:56Parks Grant but we can't commit to any
57:59other funding because once you commit to
58:01funding then you automatically are not
58:04eligible for the Parks and
58:07Wildlife so you said and the so option
58:10three ties her hands yeah but it really
58:13doesn't it it just it might we we're
58:16going it's going to take some time to do
58:18that the the money marking part of it
58:20you can do it's not going to no but I'm
58:23I'm just you know yeah it's not going to
58:25do it I mean it's going to be increasing
58:27the funding cuz it's going to take some
58:29time to work out the details of what you
58:31can get and what you can afford but we
58:33just can't put any money into it now can
58:35we explore it can we look at it can we
58:37do the spreadsheet we just can't commit
58:40it to funding it so I mean it's it's
58:44about as clear as mud to
58:47me and that's why I'm bringing it to
58:49y'all cuz I need
58:53to I there but I'm I'm I'm just there's
58:57expectations on me and to me it's it cuz
58:59there's if it's money I don't think we
59:02should increase taxes okay so that's so
59:05so uh I'm just I'm looking at Option me
59:09I mean I'm looking at option three okay
59:11so I mean so even while we but what he's
59:14going to do we're not going to do it
59:15directly we're going to explore what it
59:17would look like we're not committing to
59:20it no he's going to bring you up the
59:22steps this is what we could do this is
59:24what it would cost this this is what
59:26we'll do in option one option three we
59:29just going when a grant come over we're
59:32applied for all we can get and that's
59:35standard I but also he mentioned the
59:38workshop that went we didn't have the
59:40workshop last time it's an option that
59:43they can go through and review our
59:45application once we submit it and tell
59:48us how to make it better so we didn't
59:51have that tool the first time and we got
59:54up halfway in the ranking so and we
59:57wrote that Grant ourselves and they it
59:59was in-house written so technical
1:00:02writing if you could do it we could
1:00:04upgrade it to
1:00:06technical to upgrade what's in the grant
1:00:09itself cuz right now ball down to who's
1:00:11the best grant writer it really
1:00:13is we're in other meeting right now
1:00:17we're still in the so we're still in the
1:00:20same meeting I mean it's a workshop was
1:00:21just an agenda item on there so we don't
1:00:24have to call for the new meeting okay so
1:00:26uh so directions so the directions are
1:00:31at this point and Y kind of go that
1:00:33we're going to pursue one and three one
1:00:36is going to be that he's going to lay
1:00:38out the option see what it is but in the
1:00:40meantime see how we can get some M some
1:00:43uh interest off of our what we I me to
1:00:45move forward one and three is our only
1:00:48options yeah that
1:00:50is cuz we definitely don't want
1:00:53a a hotel fol I'm sorry well we need a
1:00:59motion uh it's a workshop we don't we
1:01:01don't have okay but we got some
1:01:04discussion point and those are the
1:01:06options that I will be bringing back to
1:01:07council okay so you know pretty much
1:01:09okay anybody else everybody in agreement
1:01:12with the option that that's on the table
1:01:15and [name] will bring us some direction
1:01:17okay that's on
1:01:19[name] okay thank you I mean pool's a big
1:01:23project I thought I'd be stroking it it
1:01:25by now but I know know it's not as easy
1:01:26as it appears to be so that at this
1:01:29point that uh concludes our
1:01:33Workshop regarding the pool and we've
1:01:35already we didn't have any comments from
1:01:37anybody and so that takes us to item
1:01:39number two regular session uh February
1:01:43to 1820 approve of
1:01:46minutes I'll make a motion we approve
1:01:49the minutes I second okay it's been
1:01:51moved in second all in
1:01:53favor motion carries it brings us to
1:01:56item three consider and approve
1:01:58temporary street closure of Camp Street
1:02:01and Fannon Street for the Camp Street
1:02:03Blues Festival I think we did this last
1:02:06year we did it last year yes we did um
1:02:09and this is there the changes and we do
1:02:12have some representation here if y'all
1:02:14have questions um but uh they are asking
1:02:18for one day only instead of a two-day
1:02:21event and they're only asking for city
1:02:23streets not State Highway
1:02:26of Highway that's better that makes it
1:02:29better yeah you don't have to go through
1:02:30the 721 okay um and so this is
1:02:36the requested street closure of Camp
1:02:39Street and Fanon Street I've asked DCA
1:02:42and I have gotten a respon I did get a
1:02:44response from them they went and
1:02:46confirmed that all of
1:02:48the impacted businesses or property
1:02:51owners have all concurred they have
1:02:53nothing going on that day and they're
1:02:54okay with the streets being closed
1:02:56uh the churches uh Housing Authority uh
1:03:00Precision Tire Camp Street Cafe you know
1:03:03theyve all said that that they're okay
1:03:05with and the Housing Authority does have
1:03:08insurances from the other side um you
1:03:11know if they need to gain access to
1:03:12their office but U it's not going to
1:03:15impact so just it's just Camp Street
1:03:17right Camp Street and Fannon Street and
1:03:20this one
1:03:21yes okay what kind of vent is this it's
1:03:24a blues Festival yeah they had the kids
1:03:28did a art festival in the C of a
1:03:32BL the high it's on page eight if you
1:03:35want to look at it yeah I think the high
1:03:36school kid did a art display or
1:03:39something doing the
1:03:40festival so they're wanting to limit it
1:03:44to
1:03:45that that area instead of closing the
1:03:47state highway down that'll really help
1:03:48us also on yeah the traffic on that main
1:03:52road um and barricades and detouring
1:03:54people through town
1:03:57um and no overnight barricades
1:04:00and issues to deal with as well okay
1:04:04so 8:30 a.m. through midnight
1:04:09and Third Street or Camp Street from
1:04:12golad to Fannon and Fanon street from
1:04:14Second Street to Fourth Street I make a
1:04:16motion we approve the closure Camp
1:04:19Street and Fanon
1:04:21Street I second okay has been moved in
1:04:24second all in favor
1:04:31oppose
1:04:34obain a no vote obain no because it's
1:04:39not tied to you're not abstaining you're
1:04:42not abstaining um or recusing yourself
1:04:45for conflict of interest are you for
1:04:47conflict of interest it's a it's um you
1:04:50can do my understanding on the charter
1:04:53States you has have three options to
1:04:55vote
1:04:56and that's um yes no and obstain and
1:04:59abstaining is if you recuse yourself for
1:05:00conflict of interest I don't have a
1:05:01conflict of interest but I don't I don't
1:05:03vote either way I'm not voting either
1:05:05way sir are youall okay recording that
1:05:07as a no vote if it's abstaining I'm
1:05:11abstaining there not a no vote okay yes
1:05:14ma'am
1:05:16uh it's
1:05:18passed uh is okay they bring us to item
1:05:24number yeah is pass yes ma' so item
1:05:27number four considering approve the
1:05:30temporary suspension of crcket code
1:05:34article four section 1524 limited to the
1:05:38event area and the time frame described
1:05:40in cem Street Blues Festival
1:05:43map uh mayor council uh y'all approved
1:05:46this last time um and we had no concerns
1:05:50Police Department any concerns police
1:05:53chief um
1:05:56they uh limiting um consumption of
1:05:58alcohol only to the event area of Fanon
1:06:02Street or Camp Street and Fanon street
1:06:03they're going to have vendors in that
1:06:05area um this is a suspension um this is
1:06:09a local a local ordinance um that's
1:06:13enacted by Council so yall do have the
1:06:15ability to suspend it um for the
1:06:18parameters the boundary of that event
1:06:21and for the time frame of that
1:06:23event um for open containers you me
1:06:27suspend suspend the uh open container or
1:06:31ordinance that way if you're there
1:06:33drinking a a glass of wine or
1:06:36something on Fanon Street and you're
1:06:39walking from Fanon Street or you know
1:06:42from Camp from the uh what's it bear
1:06:43Hall over to one of the vendors and
1:06:45you're walking up and down that street
1:06:47and there'll be
1:06:48multiple uh groups singing and playing
1:06:51and stuff while you're on that street
1:06:53for that period of time the
1:06:56container uh ordinance is suspended
1:06:59um they won't get a ticket they won't
1:07:02get a ticket for meaning today you could
1:07:05you can't be on F Street with an open
1:07:08container but during that event you can
1:07:12you can that you can be uh at that event
1:07:16with that open container and then the
1:07:18next day you can't in EV and they'll
1:07:21have people they'll have people guarding
1:07:23the entrances you know to be sure that
1:07:25people don't they're not leaving with
1:07:27you know and going to get p and walking
1:07:29around with open containers didn't have
1:07:31no problem last year
1:07:33H any
1:07:35problem no problem so last year the the
1:07:39event they had their their own license
1:07:41bartenders they were licensed with TABC
1:07:44so ultimately it's incumbent upon those
1:07:47licensed bartenders not to over serve
1:07:49people and provide they're supposed to
1:07:52cut them off when they feel like they're
1:07:53to a point they don't more as Mr angin
1:07:57said we didn't have any issues last year
1:07:59and I don't foresee any issues this year
1:08:02as long as the barers are doing what
1:08:04they're supposed to do by TABC rules
1:08:07they let the people come out and have
1:08:09fun man enjoy they sh so that means that
1:08:13the liability would be on who if someone
1:08:17happens to so so anytime someone is uh
1:08:21serving at an event they have to
1:08:23maintain Financial resp IL insurance for
1:08:27that event so any liability would fall
1:08:29back on that bending service wow and the
1:08:32event the event is also required the
1:08:35downtown Crockett Association is
1:08:36required to have a liability policy 7
1:08:3972h hour policy uh for the event
1:08:42specific yeah yes sir um and then
1:08:44they're they're required to name us as
1:08:47additional additional insured so they'll
1:08:50name us so in case they if somebody you
1:08:54know files a claim the city is covered
1:08:56as well not just
1:08:57DCA they just a SE they just add us to
1:09:00their policy
1:09:02correct we will
1:09:10offic that's
1:09:14good I don't see no problem with that
1:09:16you know let people come out and have a
1:09:19good time man so already a small town
1:09:22with nothing to do too much so okay can
1:09:25we get um any more discussion can we get
1:09:28motion I'll make a motion to
1:09:34um approve the Camp
1:09:36Street location that Ser alcohol right
1:09:41temporary suspension mhm yes temporary
1:09:45suspension yes okay is a motion on the
1:09:49floor all in favor first a second uh
1:09:52second second I mean I'm sorry move it's
1:09:56been moved in second all in
1:09:58favor okay motion cares I mean oppos was
1:10:03it I saying
1:10:06again no okay item number five please
1:10:11note that is abstain uh yes abstain
1:10:16without she's not reced you can't recuit
1:10:19on that okay well we're uh item number
1:10:23five considering approved temporary
1:10:25street closure for the eighth annual
1:10:27David Crockett
1:10:30Classic this is the eighth year um can't
1:10:33believe it's been eight years yes um
1:10:36they closed they didn't do it one year I
1:10:37believe um when Co happened but they're
1:10:41back
1:10:43um they've they've um increased they've
1:10:47have they have great participation they
1:10:49do um they're going to be doing a
1:10:55weekend um where is it at right here uh
1:10:59they're going to have a Saturday Morning
1:11:01Race and it's going to um start in
1:11:05latexo and then go out to the uh 2022 go
1:11:08out past San
1:11:10Pedro um go back to grafin cut back out
1:11:14so they're going in on 227 going out on
1:11:16228 again circling back around so
1:11:18that'll be their Satur Saturday race and
1:11:21then on Sunday and so we're not involved
1:11:23in that one we're not involved on on the
1:11:26Saturday race um on Sunday I'm sorry
1:11:30let's see here yeah here it is so
1:11:33Sunday they'll be doing it in Crockett
1:11:37and essentially they're going out um
1:11:40they're going the same way they're going
1:11:42out 229 cutting across to Liberty Hill
1:11:45cutting around and then coming back down
1:11:48uh uh 20 uh did I say 229 it's 2022 22
1:11:53and then they come back into town so
1:11:55they they they leave and end up right
1:11:58here on the back side between City Hall
1:12:01and the fire department across there so
1:12:04the front side of the fire station is
1:12:06not blocked it's blocked after that
1:12:09that's where their Criterion will start
1:12:10there's a lot of people here
1:12:12for yes ma'am so we just need that one
1:12:15street they don't do multiple streets in
1:12:18town no more no sir so they're not doing
1:12:20that um and but they do want the use
1:12:23of the the park here in all of our city
1:12:27hall grounds they're leaving the police
1:12:28department parking lot open and
1:12:29everything but they're going to kind of
1:12:31come in and situate gather around all
1:12:34they'll have food vendors and
1:12:35port-a-potties and all the necessary
1:12:38stuff
1:12:39for for all their people and this is the
1:12:42map um for the
1:12:47downtown and they did speak already
1:12:50with um the property owner here where
1:12:55where
1:12:56the where Jesse Stevens buildings are
1:13:00and so they did get I think they're open
1:13:02on Saturday anyway no Sunday but they
1:13:05they have approval from them to use
1:13:07their I make a motion we approve
1:13:10temporary street closure for 8th Annual
1:13:13David C
1:13:15project a second okay it's been moved in
1:13:18second all in
1:13:19favor motion carries brings us to item
1:13:23number six considering approves a
1:13:25resolution of the city council of the
1:13:26city of Crockett Texas authorizing the
1:13:28submission of a Texas Community
1:13:30Development block grant program
1:13:33application to the Texas Department of
1:13:35Agriculture for the downtown
1:13:37revalation
1:13:41revitalization okay we're having one of
1:13:43those program vital
1:13:45to um mayor and Council we've done this
1:13:49uh 2017 2019 that we have not received
1:13:52funding in the last few years they've
1:13:54had some
1:13:57more limited um amounts of funding and
1:14:00it became very very
1:14:02competitive um but we do not want to
1:14:05miss any opportunity to apply for it and
1:14:08um like I say at the further that we get
1:14:11out of and and now we know we're not
1:14:14we're no longer losing points for the
1:14:16downtown revitalization we did get the
1:14:18cdbg M
1:14:20Grant last year so they do take that
1:14:24into consideration when you reapply if
1:14:26we're you know like I say apples to
1:14:28apples with another
1:14:30city and they did not get a cdbg grant
1:14:33this is all funded through cdbg but it's
1:14:35the downtown revitalization program and
1:14:38so um they have they have um this
1:14:43project is
1:14:45for this project is for downtown um
1:14:49infrastructure sidewalks parking lots
1:14:52last the 2020 year we funded the parking
1:14:56lot across from City Hall in the Park
1:14:58area where the hospital was and uh two
1:15:01blocks of
1:15:03sidewalks um Lees over here to the
1:15:06parking lot and then the block of U
1:15:09Betty boops and Davey Crockett drug so
1:15:12we were able to get enough funding for
1:15:13that those
1:15:14two
1:15:16um and so we want to apply for it you
1:15:19know again last year we applied for it
1:15:22Council approved to apply for West
1:15:23Houston or it's actually East it's
1:15:26actually East Houston uh from the square
1:15:29I'm not sure what happened there I'm
1:15:30sorry oh yeah there we go oh uh from the
1:15:34square down the two blocks to Bear Hall
1:15:38from the square where Crockett grind is
1:15:40lots of adaa access issues slopes bad
1:15:44slopes
1:15:45and we qualif you know that one would
1:15:47qualify heavily because of the cracks
1:15:49and the sidewalks and all the sidewalk
1:15:52problems um but if we get the KN of
1:15:55approval for this grant then we'll bring
1:15:57it to council and y'all can decide what
1:15:59sidewalks youall want them but it' be
1:16:01for the downtown uh boundary boundaries
1:16:05this allows us to apply for
1:16:09it we ready for a
1:16:12motion
1:16:14yes well I make a motion that we approve
1:16:16the resolution authorizing the uh
1:16:20submission of a Texas Community
1:16:22Development block grant program
1:16:24application to the Texas Department of
1:16:26Agriculture for the downtown
1:16:28revitalization
1:16:30program I see it's been moved in second
1:16:34all in favor motion carries brings us to
1:16:38item number seven considering approve
1:16:40and Inter inter local agreement between
1:16:43Houston County and the City of Crockett
1:16:45for the use of the Houston County gun
1:16:47range
1:16:52Chief mayor council
1:16:55wanted to say now it's been three
1:16:57years when the tornado come through the
1:17:00north side of town completely wiped out
1:17:03our Police Department gun
1:17:05range pretty much in a direct path the
1:17:09last year or so we've uh researched you
1:17:12know how to rebuild it what we're going
1:17:14to do to rebuild it and there's pretty
1:17:16significant cost with that on top of
1:17:19that it was at the noris wastewater
1:17:21treatment plant not the most ideal place
1:17:24to be shooting
1:17:27and being out there we may do with it
1:17:33um so about the last year and a half
1:17:36we've been U using the sheriff
1:17:39Department's gun range they've allowed
1:17:40us to come out there and use their just
1:17:44right outside the city limit um we
1:17:46recently put on a training there and
1:17:48some of that conversation the sheriff
1:17:50and I talked and he said hey why don't
1:17:52we just share this range uh we can train
1:17:55together we can work together uh we've
1:17:58got this spot we'll just all utilize
1:18:01this this training facility so uh to do
1:18:04that it required a between the city and
1:18:07the county to do so and that's what I'm
1:18:10asking for yall to approve it has been
1:18:13to both the city of Crockett attorney
1:18:16and Houston County attorney and the
1:18:18Commissioners court has approved it on
1:18:20their end um so to finalize this I'm
1:18:23asking youall to app is there would be
1:18:26no cost to the city um everything the
1:18:29only thing I'll touch on is you might
1:18:32have a question about when it talks
1:18:33about insurance um currently when we use
1:18:37our city gun range or when we go outside
1:18:41the city for training um our officers
1:18:44are considered to be on duty so they're
1:18:45already covered under City insurance
1:18:47policy so there would be no additional
1:18:49insurance coverage taken out no
1:18:51additional fees to the city for to on
1:18:58that all right thank
1:19:00you is better than buying a new one
1:19:05sharing maintenance and everything well
1:19:08I'll make a motion that we approve the
1:19:10interlocal agreement between Houston
1:19:12County and the City of Crockett for the
1:19:14use of the Houston County gun
1:19:18range second okay it moved in second all
1:19:21in
1:19:22favor motion carries y go share with
1:19:25friends okay if there's nothing
1:19:30else make a motion with J motion to
1:19:43obser how you doing have my friend this
1:19:47budget
1:19:49work yes that's we got some packets
1:19:53printed for our our current budget okay
1:19:56just some reading with your you know
1:19:57other budgets that we're under
1:20:01okay how you doing would you give me a a
1:20:05ruling on the on the issue of upstanding
1:20:07so I can understand my position on
1:20:10upstanding
