4:01summary then pass it down to them. Each
4:03one needs to re review it. Oh,
4:06okay. What we do? Oh,
4:11I just hit one page said it since it's

7:02do we list who's on the C? The question
7:04was is for the
7:07canvasing who is it done? Do we have a
7:09list of it? Is that list of names? Who
7:12were who were the actual council members
7:14that attended that were participating?
7:17It'll be in the minutes of the
7:19canvasing. It'll be in Oh,
7:21she they would have Okay. Okay.
7:51Everybody going to get a sticker today.
7:53Y'all look so
7:56good. Have to look to see that quietness
7:59in here.
8:26Okay.
8:27Now at this time for a motion. We have a
8:31motion.
8:37I'll make a motion accept.
8:40Came a second. Okay. Has been moved and
8:44second. All in
8:46favor? Motion carries. Okay. It brings
8:50us to item number two, administer of

9:32Oh, excuse me. I think I got to go this

12:13state and of this state. So there'll
12:23[Applause]
12:36be no surprise.
12:47in the name by the city of Texas. This
12:49is certified as a a general election on
12:53May
12:5430, 2025. [name] [name] was elected
12:59council member for St.
13:08[Applause]
13:29seat. I don't know whether Wayne can see
13:32in there. So, you have a
13:41choice. You see, right? You're not in
13:44trouble.
13:48Congratulations. So nice.
13:55Okay, that brings us to and once again
13:58congratulation to everybody. You know,
14:00when you're in a small town, you don't
14:03you often see how people that you've
14:06sold into their lives, the investment
14:08that you've had with them, and you see
14:10it grow. And we are so proud of Chris
14:13and and Pastor [name]. He just kind of laid
14:17around here a long time. he came from
14:19down the street, so we always thought he
14:21belonged here. Anyway, so we're so
14:23grateful for all that you've done and
14:25we're looking forward to a great council
14:27and thank you family for being here.
14:29Thank you.
14:32Okay, and that brings us to item number
14:34three. Consider and approve a resolution
14:36calling for the runoff election of mayor
14:38in and for the city of Crockett,
14:41Texas. Council,
14:46I'll make a motion to approve the
14:47resolution. A second. Okay, it's been
14:51moved and second. All in
14:53favor? Motion
14:55carries. And it is now officially a
14:58resolution.
15:00And to clarify, uh, mayor and the
15:02public, this, uh, resolution is calling
15:04for the runoff election, uh, for
15:06Saturday, June the 7th, uh, with polls
15:09open on June the 7th from 7:00 a.m. to
15:117:00 p.m. Uh, there will be an uh, early
15:14voting um, period, and that will include
15:16a Saturday 9:00 a.m. to 6:00 p.m. And,
15:20uh, this will consolidate all city
15:22precincts into one polling uh, location
15:25at the senior citizen center. So, anyone
15:28to vote for the mayor uh runoff uh
15:31election, early voting, and election day
15:34will all be at the senior citizen
15:36center. Yeah, I think that's a great
15:38idea that they started. So, nobody's
15:40going to get lost. It was a lot of
15:41places that we traveled to that we
15:43hadn't traveled before. Now, we know
15:46where the senior citizen is. So, looking
15:48forward to a great turnout.
15:51At this time, uh, it brings us to item
15:54number four, consider an approved
15:55surplus list. Mayor and council, sorry
15:58for throwing this on a special council
16:00meeting, but we are working at we we
16:03have had several items that needed to be
16:04declared surplus. However, we're under a
16:07timeline for the uh, proales uh, movein
16:10and we have uh, several rooms out there
16:14with lots of surplus items that need to
16:15be cleaned out and and um, auctioned
16:18off. So, we have the surplus list um
16:22that includes that and we also added
16:24some of the our other city items. So, we
16:26have a lots of uh filing cabinets, 49 of
16:30those to be exact. We have welding
16:32booths, the vented welding booths.
16:34There's six of them
16:38um times two. They're dual units, so
16:42there's 12 total booths. There's 10
16:44welding
16:45machines, eight wire feeders, a
16:48compressed air dryer, a natural gas
16:50generator, electrical transfer switch,
16:52and 42 office cubicles. Uh to clarify,
16:55the welding machines, those at one
16:58point, a couple years ago,
17:00uh the EDC board had approved to donate
17:02those to the school district. The school
17:05district, I've reached out to them since
17:07then. They said they'll look into it.
17:09They have welding machines. they
17:12probably won't need it. They're open to
17:14it. They'll let us know. These items are
17:17approved to donate to them. Um if they
17:21don't receive them or don't need them,
17:22then we'll surplus them, you know, by
17:25via auction. Um if y'all are okay, I
17:28would also like to maybe extend it to
17:29the other school districts in our uh
17:32county if y'all are okay with that. And
17:34if we do get um a need for welding
17:37machines for their a departments, I'll
17:39bring back a a
17:42uh interlocal agreement between
17:45ourselves and said school district
17:48that's interested in them. Is that if
17:49that's acceptable?
17:52Um that and the welding booth of course.
17:55Um we do have a couple people that have
17:59asked about the generator. One of them
18:01being the school district, our school
18:03district. They're verifying to see if
18:05they if they have the ability to use it
18:08at one of their buildings they're
18:09needing a generator on, but primarily
18:11just have to verify if the
18:14specifications of the generator match
18:16their need. Um, and then the county the
18:19county has also said they may be able to
18:22benefit from it at the Armory uh
18:24emergency operations center. They don't
18:26have a generator there at the old
18:29armory. Um vehicles. We have the list of
18:32city fleet vehicles. Um these are older
18:35uh vehicles that we no longer have a a
18:38use
18:39for.
18:40Um one of them that I would like to also
18:44ask the count any county departments we
18:46actually purchased that number item
18:48number seven a 2005 Mac truck. If you
18:51look on the
18:53um if you look on the picture list there
18:55it is actually a 2005 not a 2003.
18:59Um the 2005 Mac truck, we purchased it
19:01for precinct 4, county precinct 4, and
19:05um it doesn't we used to have more CDL
19:08drivers. Uh we currently have limited
19:10CDL drivers and we're wanting a smaller
19:13truck that doesn't require CDL and uh
19:15that truck sits there for the majority
19:17of the time. So if we could definitely
19:19benefit
19:20for it, it's got some value to it. So,
19:23if we sell it and have some money to
19:25purchase a smaller dump truck for easier
19:28city
19:30use. Um, and then mechanic shop, just a
19:34some rolling stock, uh, some older
19:39mowers, a livestock trailer that we
19:41don't use, an old
19:44forklift, and some fenders. We have an
19:47old
19:48printer. We used to use that. The city
19:51uses dotmetric uh matrix printer green
19:54bar paper that we used up until what a
19:57couple years ago. And so now our new
19:59software doesn't use those type of
20:01printers. And we have an electric stove
20:04at the civic center. And that stove it
20:07doesn't we don't the civic center is not
20:09set up for a kitchen. It doesn't have a
20:10hood system or fire suppression system.
20:13So we need to just unhook it and take it
20:16out of the civic center. let that be
20:17used more for catering departments and
20:19stuff instead of going in there and
20:20cooking. If not, we're going to have to
20:22invest significant money into a
20:25suppression system and hood
20:27system. And that's all I have. Are the
20:29questions on that? Uh you had asked if I
20:32had any questions. So far as like
20:34determining the the disposition of uh as
20:38the assets these assets who and how do
20:41we do we have a process by Yes, ma'am.
20:43So, the city has um a government auction
20:47um an online auction where they come in
20:50and
20:52um uh take pictures, they get all the
20:56information, upload it to a u to a
20:58website and so selling it by auction. Um
21:02the alternative to um auctions would be
21:05seal bids, which we t we receive a lot
21:09less um traffic on seal bids. It's just
21:12uh published here locally in the
21:13newspaper and we may get one or two seal
21:16bids, maybe none. Um so this right here
21:19goes uh nationwide um for people
21:22purchasing equipment and vehicles and we
21:24get the best uh bang for buck. So uh how
21:29so how do we determine that these items
21:31are I mean determine the disposition of
21:34them? In other words, the reason why
21:37we're disposing of them and
21:40um uh just by staff recommendation,
21:43these vehicles are
21:46old, not running, require lots of work,
21:50different for or for reasons like I
21:52mentioned, we have no phys we have no
21:54use for them and they're sitting there.
21:56So that's the determination is myself
21:59and our staff and that's why we bring it
22:01to council to
22:03u let you guys make that determination.
22:06Okay. Y'all would determine that. Um,
22:08also I do have a question like with with
22:11those items that you have forwarded um
22:13that you have that you want to to make a
22:16disposition on um can we get a value and
22:21depreciation value of what we paid for?
22:23If they are assets entered um to where
22:26we have a current depreciation on them
22:29then I would already have that
22:30information. Um, these items I do not
22:33the all the surplus equipment at the EDC
22:38um that that used to be owned by the EDC
22:41I have no depreciation. Those were not
22:43depreciated assets. They they were not
22:45entered into an asset
22:48depreciation. The items that we have all
22:51of those are depreciated out. Um they're
22:54fully depreciated. So actually so that's
22:56so you have a depreciation value. You
22:59have a value on that. So we have an
23:01estimated value where we'll start the
23:03auction. No ma'am. No ma'am. No ma'am.
23:05It's market value auction. Um it's kind
23:08of like uh it like eBay um or where
23:13where people will get on and you let the
23:15market determine the value. Um yeah.
23:21Um to sell them else to sell them
23:25outside of a res you're probably talking
23:27about like a reserve price. Yes. To
23:30where if it doesn't sell for a certain
23:32item or a certain price, then it doesn't
23:35sell. Um the only way to get
23:39the the only way to do that would be um
23:42to seal to do it via seal bid with a
23:46reserve, which would likely result
23:49in no or low participation because it's
23:52just you're just accessing your local
23:55market. Um this here uh the company that
23:59we use would be um they have right at
24:02500,000 Purple Wave they have right at
24:04500,000 registered uh biders that
24:07purchase government and uh they United A
24:12or United uh rentals Red Hat Rentals a
24:16lot of those that's how they sell their
24:18their items. So you get
24:22back. It's a no reserve auction. So that
24:25they they don't want to spend the time
24:26coming to
24:28Crockett. Um I think the local office is
24:30out of Dallas. They don't want to spend
24:32the time coming to Crockett, taking
24:33pictures, uploading them, and then we
24:35set an unreasonable um reserve. So they
24:39it's a no reserve and they get
24:41they they get action on it that way to
24:45make sure that they get um people
24:47purchasing these
24:49equipment. Well the main point of
24:52auction they're no good. They're sitting
24:54there and they're continuously
24:55depreciating if it's something that we
24:57can't use but we can get something out
24:59of it. I think the avenue is to give it
25:02the the broadest base and you'll
25:04probably get the most opportunity to get
25:06the most out of what it is. the two
25:08items that I am uh or I guess three
25:12different items that
25:14I I don't want to run the risk if there
25:16are local biders, people that are
25:18interested that I don't want to. So I
25:20would bring that back in a separate
25:21motion to council at a later date is if
25:24I do get interest from school districts
25:26or the county on the dump truck and or
25:28the uh the generator, the generator for
25:31sure. Uh welders and the stove. The
25:35stove. Uh the co-op has also reached out
25:37and said that they're interested in the
25:38stove. So I would bring those back as
25:41separate items, things that I feel a
25:44little concerned that if I do have a
25:46good local bidder and I'll bring those
25:49back. I noticed you mentioned about uh
25:51we don't have any local CDL drivers,
25:54will we consider as a city to um put
25:58training out there so that way we can
26:00have um employees that are Yes, we do.
26:04We can't really discuss that on this
26:05item, but we do have a um Yes, ma'am. We
26:09You mentioned it. So, yeah. Reason for
26:12selling it. Yeah. Are we ready for a
26:14motion? Yes.
26:17I'll make a motion that we approve the
26:19surplus list. I second the motion. Okay.
26:22It's been moved and second. All in
26:24favor? Motion carries. Okay. That brings
26:28us to um approval of minutes from the
26:31regular session April 2125.
26:35I approve the minutes
26:36um from the regular session April 21,
26:392025.
26:41Second. Okay, it's been moved and
26:43second. All in favor? Motion
26:47carries.
26:49What? This bring us to our adjournment.
26:53But before we join, we just like to
26:54thank you all for taking out today and
26:56we're just take advantage of the new
26:58council people. You know who they are.
27:01They have a little tag said one, two,
27:03three or four and you know where they
27:06live. And it would make a big it makes
27:08such a big difference when you go
27:10directly to your council person as
27:12opposed to telling our other council
27:15that that aren't directly in your your
27:17area or else go to the mayor. I can
27:20refer them to your council, but y'all do
27:22know that they're actually the one the
27:25first line of defense and that's what we
27:27want to see a lot more in the city that
27:29you tell the council and they're
27:31presented uh to the whole looking
27:34forward to the um meeting
27:38and mayor we didn't mention it during
27:40recognition of visitors but I did want
27:42to mention that we have Mr. West Wall
27:44from Canada building the ANA Texas
27:48Capital
27:49U new business in town. So, we want to
27:51appreciate him for coming and let him
27:53introduce. Well, in case you haven't had
27:54an opportunity, he's such a modest
27:56person, but he's one of the big big bill
27:58and
27:59I on the loop, the giant one. We thought
28:01the first one was large and he's going
28:04to be bringing in and and you need to
28:05talk that that what he does is so
28:08fascinating with the post and
28:10everything. You you wouldn't believe it.
28:12But you see the pictures in California
28:14where the post that didn't the buildings
28:17and everything burned but the post
28:19remain. He's um responsible for that.
28:22That's a patent that he owns and we're
28:24so grateful to have him in our community
28:26looking for bigger and better
28:28things. And with that being said, thank
28:31you council and get a motion for this.
28:35How?
