Part 1

P1 0:26So many upset upset. Oh, I'm sorry.
P1 0:35Good evening, everyone. The time just got away from us. It is now officially past 6:00. Our meeting is being called
P1 0:42to order. If you would stand for the um invocation and pledge.
P1 0:51Heavenly Father, we come before you this afternoon thanking you for the opportunity to be here at city hall together pertaining to the business that
P1 0:58that's at hand. But tonight, we grieve with the families who have lost uh three of their children in a boating accident.
P1 1:05We just ask you to bless them and comfort them and help them through this dark time, Father. And again, we praise you tonight. Just ask you for wisdom
P1 1:14concerning all things that uh that pertaining to the business that that's at hand. We give you all the praise in Christ Jesus name we pray. Amen.
P1 1:23Amen.
P1 1:24Pledge algiance to the flag of the United States of America and to the republic
P1 1:31for which it stands. One nation under God, indivisible with liberty and justice for all.
P1 1:44Once again, thank you so much for joining us tonight. Uh we have a wonderful agenda as usual and at this
P1 1:51time we would like we're recognizing all of you as visitors and thank you so much
P1 1:57for joining us and then we're and we have no public comments so I
P1 2:04don't have to read the detailed announcement that goes with it. So with that being said that takes us to approval of minutes. Item number one, regular session September 8, 2026.
P1 2:18Mayor, council, mayor and council, I would like to make a correction to part of the minutes.
P1 2:27Um, I move to correct the minutes of August 24th by striking out the text on page
P1 2:37six, paragraph number five. as states council member [name] read a statement in
P1 2:46which she disagreed with the current city government structure to read
P1 2:54which in fact state the statement uh made by council member [name] should reflect as read.
P1 3:04Council member [name] read a statement in which she agreed with JB [name] who was
P1 3:12against city manager structured government allowing city manager dictatorship with no oversight.
P1 3:29I didn't know if that needed to be second.
P1 3:37Oh, no. I was just wondering if the mo if if the action needed to be seconded or not.
P1 3:47Yeah, that's not the ones we're approving. That's already been approved.
P1 3:52[clears throat]
P1 3:53Okay. What? Okay, hold on. Let me let me make a correction on on the day the last meeting we had. I'm sorry. September 8th.
P1 4:01Yes. From the last minutes. Yes. I'm sorry.
P1 4:04The September 8th minute. Thank you for correcting me.
P1 4:11Okay. It's been moved and second. Any discussion?
P1 4:18Ready for the vote? All in favor? What is it?
P1 4:22It's pertaining to what she said. I don't remember. But you said oppose.
P1 4:32I can tell I missed the we had a three to we had a three vote
P1 4:41four and I don't think we've have any oppositions yet and I said oppose. So we didn't hear and abstain.
P1 4:49So there' be three three motions for four.
P1 4:55Okay. Okay, Mayor Council, I'd really like um to stress how important it is we have a week of review process. We can
P1 5:04definitely circle in attorneys. We can circle in whatever is required to have
P1 5:10um proper minutes presented instead of this last minute um
P1 5:18throwing these curve balls that it really does not address the the what minutes are for. And so if it is an accurate
P1 5:26um recount of the of the of what happened during that meeting, that would be the proper time for us to add correct make
P1 5:35those corrections and bring and have a statement prepared to where we can show if the minutes were pro improperly prepared or if there was more meat that was wanted to be added to the minutes.
P1 5:46These are a highle recount of what happened in that meeting. Um, but if there's more that wishes to be added, there's an entire
P1 5:55week that we can add those to there to the minutes to where we don't get
P1 6:03whatever you want to call it um by this last minute um blindsided would be the word you're looking for.
P1 6:08Blindsided uh mo motions that are made. Point of information um can uh minutes be changed at any
P1 6:18point in time or is there a specific time that minutes have to be corrected?
P1 6:22I mean not changed but corrected. can recorrect minutes at any time or does
P1 6:29the city administrator correct so that you don't have to be amended before
P1 6:38but if I if I see it at the last minute which I did today it's not time for permitting to discuss
P1 6:48anything with the city it's okay you're probably going to want to write down Okay.
P1 6:59I mean, if she didn't get it, she could have asked me to repeat it. Correct.
P1 7:04Cuz I can repeat it. I mean, is it not on the is it not on is it not on the on
P1 7:11the recording or Yeah, we listen to the recording, but if
P1 7:20there was a two or three page document that was read at the meeting, the goal is to try to recount as best possible.
P1 7:27Hey, um, Council Member [name] had some issues with current government processes and structure and that where we can go
P1 7:35into detail. Um, but that's never what we have done. Minutes are not meant to provide a detailed recount because things will be missed.
P1 7:43Summary.
P1 7:44It's a it's an overview or a summary of what happened and the only thing that is required to be
P1 7:52recounted in detail is action that was taken, you know. So, so would we not consider getting the minutes as detailed as possible?
P1 8:00We [snorts] did. We did.
P1 8:02I mean, but if you have more to add, there's a week worth of time to try to help us to where we come together
P1 8:11with a prepared packet and we can address the minutes quickly as they were int as as it's intended, not as a some
P1 8:20type of a of a blind side.
P1 8:22And it's not a blind side. It is if if there's a week's worth of time to help us prepare the minutes, that is a blind side.
P1 8:30Okay, I'll continue cuz there's no time to recount like you know like I said if there's truly a
P1 8:38question we would even bring in the attorney say hey does this does this recount as best what's the best proper procedure and then we can present you
P1 8:46know be be prepared um to help council approve the minutes. Well, when I read the minutes, it clearly seemed like that
P1 8:55somebody took my intent differently. So, I'm giving you what my intentions were.
P1 9:02So, I want to make sure that nobody's taking and re re um creating uh my wording of what I'm my intent is.
P1 9:11Okay. It wasn't at this point what the point was that for full clarity if you felt that it was something that need to be that it would be just as simple
P1 9:20almost to write it and give a copy of it. I think that was what it was that that you felt [snorts] needed to be in there [clears throat] and it would be
P1 9:27easier to follow but it is a summary and it won't have the details but if you had it and I know you read a statement and
P1 9:34it was a long statement and it is even with recording you could mis misinterpret because of the way language we all some of the words you hear. So I
P1 9:43think if for clarity sake if you really wanted something to be specifically it might do well just to hand a copy of it.
P1 9:52It would make it a lot easier.
P1 9:53I'll make sure that and making sure that it's the same one that you read.
P1 9:57I gotcha. Matter of fact, I'll submit a copy of this and make sure that it it's in the minutes. Okay. Well, that's important. Thank you.
P1 10:06Thank everyone for their comments on that. And that brings us to um and we've already had the approval of the minutes. And so
P1 10:14with that um on our report, we haven't had the approval.
P1 10:18Oh, I'm sorry. We we didn't finish. We had a discussion. M okay. I thought they had uh all in favor.
P1 10:26We never made a motion. I thought somebody never made Oh, the correction. My motion. My I missed that one.
P1 10:36Okay. Now, the minutes. Okay. I make Go ahead.
P1 10:41I make a motion uh that we accept the minutes with the corrections that were added in the previous motion.
P1 10:52a second.
P1 10:53Yes, we have mo a motion and a second. All in favor?
P1 11:00Okay, motion carries. Now, next area item approval of minutes has been done.
P1 11:07And that brings us to our regular session. Um I bring us to item under reports. Uh just for you for clarity
P1 11:16sake there will be uh we're going to kind of reverse because of the information the way this is going to be presented
P1 11:25the number two will be considered number four because he has a more detailed um explanation
P1 11:34some things that we need to go over first. So where four is it would be number two. where two is, it would be
P1 11:43number three and three will be number four. And it's just done because of the information that's going to be provided is going to be a little more lengthy.
P1 11:54Anybody have any concerns with that? And so at this time, fire department monthly activity and status report.
P1 12:01[clears throat]
P1 12:03Good evening, mayor, council members.
P1 12:05For the month of uh August, we had a total of 32 calls. 18 of those being in the city, 14 being in our county
P1 12:13response area. Y'all should have the report of this broke down a little bit further in front of y'all. Any questions on that? I'll be more than happy to answer them for you.
P1 12:24Chief, were y'all involved in the in the search in Eastern County? That was great. Grateful. Yes, sir.
P1 12:44Thank you. Thank you.
P1 12:46Okay. And that brings us to um item number uh three which is police department manpower and criminal incident [clears throat] report.
P1 12:56Good evening mayor, council, city administrator.
P1 13:00It's the police department manpower and criminal activity report for August of 2026.
P1 13:06Total of 16 officers, worked 2,785 hours, responded to 435 calls for
P1 13:14service, investigated six traffic accidents, made 36 arrests, issued 297
P1 13:21u citations, completed 62 reports, responded to 28 alarm calls. 24 of those
P1 13:28were false alarm. Um below you'll see a breakdown and I'll entertain any questions about our report.
P1 13:38Uh one other thing I'd like to mention um if the the council would would so choose to do this. I've received a lot of phone calls and emails and questions
P1 13:47[segment omitted]
P1 13:57Um, same type system. U, but I think it would be a good idea if we maybe the next council meeting, uh, if we have a
P1 14:06[segment omitted]
P1 14:13department and the community. Uh, that way, uh, people understand what they're for, what they're there for. Um, and
P1 14:21that that'll give y'all an opportunity to ask any questions you you might have about them. So, I guess later on when we get in the meeting, if if y'all would
P1 14:28like for that to happen, if we could uh have that maybe on the next uh agenda, I would prepare a you know, kind of a a
P1 14:37brief overview of what they're used for, how we utilize them, and stuff like that. [clears throat and cough] Okay. Thank you, Chief. Thank you.
P1 14:46So, you need a we need to go ahead and make a motion, correct? Need to make a motion. Notice we can do that during the new business.
P1 14:56I got the next one, too. Thank you. Appreciate it.
P1 15:03All right. And now we're ready for item number four. Present an updated policy menu for the Crockett Police Department.
P1 15:13Mayor, council, I believe we've talked about this before. Uh we've been in the process for some time of updating our
P1 15:20policy manual. Um and when I say updating, we'll take that lightly. We've pretty much completely rewritten it. Um
P1 15:27over the years, uh from one chief to the other, the policy manual, things have just been added. Um
P1 15:35but there's been no combining of of the policies and taken out, redundancy and stuff like that. Um our policy was
P1 15:43extremely outdated. Um, this policy that I presented y'all with tonight,
P1 15:49um, obviously it's the most recent, uh, it's it's, uh, put together with
P1 15:55current, um, current legal updates, uh, constitutional laws, things of that nature. Um, and it's a lot more put
P1 16:04together in a sense of there's not redundancy. Um, if this policy addresses one area, we're not going to have two
P1 16:12more policies that address it somewhere else. It's addressed under one one area.
P1 16:17Um, a lot of our policies now are very redundant. Uh, some contradict the others because some of them are policies
P1 16:25from 20 years ago, 30 years ago, 10 years ago, and they really they really cross each other. So, uh, this this
P1 16:34policy is within the the guidelines put forward by Texas Best Practices. Um, you'll you'll see that it's pretty
P1 16:42consistent with with theirs because that's where it come from. Uh, you'll notice that there's uh when you look at your table of contents and when you're
P1 16:50going through the policy, you'll see that the numbers may not be completely sequential. They may jump some. That's so as time goes, if we need to add one,
P1 16:59we can add those policies in later. Um, this is something I presented to our city attorney. She's been working on it
P1 17:06as well. Um, the legal side of it I'm not real concerned about because it comes from lawyers already, uh, Texas
P1 17:13best practices. So, everything that's in it, basically what what we done is we went and made sure it was tailored to our department. So, um, I've presented
P1 17:22each one of you with a uh, a hard copy of that. And um I think uh maybe the
P1 17:29next meeting or meeting in October, I would like to come back and um have that policy adopted so it's actually in
P1 17:37place. And uh in the meantime, we'll work there. There'll be some things that we have to address from the department side from standard operating procedures
P1 17:45that don't necessarily need to be policies. Um that's something that just basic basic things we do uh do daily. So
P1 17:53um I want to give y'all some time to take a look at it. I would ask that if you have some specific questions or
P1 18:01omething on the policy, if you'll email me or get with me before that next meeting so I can look into that, that way I can have an answer for y'all uh
P1 18:09when we come back at that meeting. But um other than that, if you have any questions about it, you know, feel free to to reach out to me.
P1 18:18Thank you, sir.
P1 18:19Thank you. I appreciate you for giving us this way in advance so we can actually it it is a it is a lot of documentation.
P1 18:28I'll tell you now that that policy book you got there's 355 pages of policies.
P1 18:34Um I don't know that y'all are interested in reading through every line of it. I think you hit some of the high points. If you look at the policy and
P1 18:42look at the purpose um it's kind of going to tell you what it is. um when you some of these policies are 15 to 20
P1 18:49pages long, so you can really get uh twisted up in them. So there's there's no hidden tricks. There's nothing hidden in there that's um that's here to trick
P1 18:58anybody. It is pretty common practice across the board. So, one thing I do want to mention about the copies that y'all have, the way they're they're
P1 19:06broken down, uh just to save some confusion, chapter one, um those policies are going to be under chapter one, but they're going to be front and
P1 19:14back. So, when you come to a a heading that you see right there on
P1 19:21that page, that's a new policy. So, it may be on the back of a page um or the front. So, when you see that, that's actually a separate policy and it it'll be identified with that policy number.
P1 19:32So, I done y'all's copy front and back to try to save a little paper. So, I do want to ask a question. So, um what about like the the information that you
P1 19:41did strike that you removed? Do you still have copies of that?
P1 19:45No, because that that information is um not tailored towards our department at all. Um it's as the chief, I set the
P1 19:53policy. So, I have to put together what I think is best for the department and our city, what what works for us, uh what we have. So, if you wanted to look
P1 20:02at that, uh you could go to Texas best practices and print off or look at they've got I think 158. So if you
P1 20:09wanted to compare that 74, more than welcome to do so. But these are policies we put together that I thought was best for our department that
P1 20:17fits Crockett Police Department and and the city as a whole.
P1 20:21Yeah, I was I was just asking that because I was want to see where we were and where we're going. So that that's
P1 20:27Well, so now our old policy um I can copy that. Um you put a junk driver if it's if it's long or something.
P1 20:37Our old policy No, ma'am. You can't put on a flash drive.
P1 20:42I can put it on one, but it's currently not.
P1 20:45That's that's one of the reasons why we're going back. Um Okay.
P1 20:50So, so prior to former Chief [name], um all the policy was paper, black and
P1 20:56white. Uh when he come in as chief, uh he created what in my opinion are SOPs because I don't believe they were
P1 21:04brought to council. Um those are mixed in with those. Some of those are online.
P1 21:08I could put those on a flash drive, but the actual policy manual that we have that has been in in place for years is u
P1 21:17paper and a binder. So, it would have to be copied. And so, um I can promise you um that we're coming a long way from
P1 21:26what uh from what we've been operating under. Yeah.
P1 21:30So, in other words, chief, we everything that was in the past, we've thrown it out and we're moving forward with this. Exactly. Okay.
P1 21:37This, like I said, everything is more updated. Um, it's current with current laws, um, case studies, stuff of that nature.
P1 21:46So, it's it uh really puts us in a good spot and helps cover the city from a liability standpoint.
P1 21:54Uh, something else I like about this new policy is there's a lot of areas in there when you start talking about search warrants, arrest, search, and
P1 22:02seizure, stuff like that. Not only is it a policy, but it's also a how-to guide.
P1 22:06So, when our officers have that they're going through, they know exactly what they can and can't do by policy and by law. So, if they ever question like,
P1 22:14"Oh, can I do this?" Um, they're going to have this policy on a flash drive or on their phone. So, they're always going to be able to go to it and say, "Yeah, I
P1 22:23right here in this policy, this dictates what I can and can't do." So, we don't have that luxury right now. Function.
P1 22:31Okay. Thank you. Thank you.
P1 22:34Okay. Thank you. And that brings us up to business. Item number five, consider and approve a resolution for the
P1 22:41temporary closure of state right away for Christmas lighting of downtown Crockett.
P1 22:49Mayor and council, I have the application and the explanation of what this is for. Um, this has been done for the past several years where the east
P1 22:58side of the square is closed down for the for the lighting of the um downtown and the uh the Christmas tree that's on top of the courthouse.
P1 23:09So, this is a couple months ahead of time.
P1 23:18Mayor and council, I move that we approve uh the the resolution for the temporary closure of state right away
P1 23:26for the Christmas lining of downtown Crockett. Okay, it's been moved and second.
P1 23:34Second. All in favor?
P1 23:37Motion carries. That brings us to item number six.
P1 23:42consider and approve awarding a bid for [clears throat] the repair of the fire station bay floor using American Rescue Plan Acts funds.
P1 23:52Mayor and council, I have a couple items and one is in a packet in front of you.
P1 23:58Um it's right behind your agenda and it has a copy of the three
P1 24:06uh three bids that we received. As a result of this agenda item, I would like council to
P1 24:12um approve us moving forward with a contractor and I do have a couple
P1 24:18updates um ahead of that. I know some I believe most of the council members have
P1 24:26been over to the fire station, but um this is just a few pictures to show how it's getting progressively worse. Uh we
P1 24:34drilled or cut open a pilot hole in the back and using the designs the engineered designs from the 1970s when
P1 24:43this was drawn was for a 6 in slab and we measured about a 4 to 4 and 1/2 in slab um that was actually poured. Um so
P1 24:53it was already not quite to the design and the design was definitely not for trucks
P1 25:00of today's weight. uh the the trucks that were we had back in the 70s were a lot lighter. Um these are uh it twice if
P1 25:09not more than that this the weight and size of the trucks that used to be in the fire station.
P1 25:15Um so we bid this out by increasing the PSI and the thickness of the slab and verifying that the slab is going to be actually at this point 8 in um in depth.
P1 25:27Um the trucks are just crumbling the crumbling the concrete. if you um and the rebar in some places are
P1 25:36really close to the surface. There just wasn't probably quite the inspection required that should have should have taken place when it was poured. Um and
P1 25:45then I have just a in the very back of y'all's packet I have a there's a sheet of paper that's has a blue and green
P1 25:53header that kind of explains it's a recap of our ARPA funds.
P1 25:59Miss [name] helped put together a Miss [name] uh put together a a quick
P1 26:06recap of the expenditures that had been approved by council and where we're at with uh remaining ARPA funds. Um,
P1 26:17in 2022, the city elected the standard allowance available under revenue loss pro uh provision and it and those funds
P1 26:26of $1.5 million could be used for the general provision of government services. Um
P1 26:35here it shows the amount um of funds that were received, the amount of projects that were funded
P1 26:44and I also have a in that sheet of paper and as you see on the screen a breakdown of all the items that were funded using
P1 26:53ARPA funds. Um, uh, we sand blasted and painted the park pavilion, the civic center, and the a arena.
P1 27:01Uh, we purchased and repaired the animal shelter. Um, we purchased a parking lot
P1 27:09and rebuilt the parking lot on the square. We paid for 50% of the EDC
P1 27:16forensic audit, fire department alerting system, the bay heaters,
P1 27:23a downtown plan and study, the welcome to Crockett gateway signs. Anyway, we have just a breakdown of all the items
P1 27:30that have been approved um by council to where y'all get a good feeling of what um those funds were spent towards. Uh
P1 27:38the fire department uh bay was discussed at several different um times, but we
P1 27:46hadn't actually gone out and gotten bids and brought that to council for a for a final approval to spend any of those
P1 27:53funds towards that. Um and so these are the remaining funds
P1 28:02for ARPA [snorts] funds. And I have the bid packet.
P1 28:08Um, we posted this in the newspaper. We actually got quite a bit of um feedback or interest. Um, people was
P1 28:16calling. We only actually got three of them in of of actual bids. Uh, Crockett Construction.
P1 28:25Um they were they're going to be a in their bid there were going to be a um a um
P1 28:35subcontractor for SEMOS. Seemos being the general contractor. Croc construction would do the demo work. Um
P1 28:42and SMOS would do the concrete work. Um Shoemake welding and J concrete paving.
P1 28:50This is the first we've ran into uh J concrete and paving.
P1 28:55Um, but I do have all of their bids where they're from and I did request each of them for a list of references and so we provided the the reference also.
P1 29:07Um, we feel all these contractors are well qualified.
P1 29:14One of them is is the SEO will be partially done by local contractor.
P1 29:24um Shoemake, they're also local and
P1 29:31uh J Welding as they're out of Corsacana. We did get references from them as well from some other cities that
P1 29:39have worked with them and um come with good recommendations.
P1 29:48Basically at this time only issue I have is that we just now receiving all of the
P1 29:59bids and estimates and things. So the deadline the deadline for the bids we posted that and the deadline was
P1 30:07today. So we got all the bids and called the references and submitted those to council but I did not have those in advance to send out to council.
P1 30:19So, so in other words, we we basically should have had this before the you got the resolution.
P1 30:28No, there's no uh there's no resolution. Okay.
P1 30:32Um this is usually that's how bid awards are done. You especially if they're like seal bids, you
P1 30:39you bring those to council with our recommendation. Um, if council wants to do somehow else, but we I feel like we
P1 30:47have three wellqualified biders to do the project and I have the cost. They're all um going to be bonded, insured,
P1 30:55um, and we'll all do the work.
P1 31:00Um, so, so we'll be bringing this back. That's not a house on the agenda.
P1 31:09council wishes to bring it back and um research it more, they can. Um
P1 31:17we've researched all these biders, spoke with them. We've met with each one of them in person at the fire station and feel that all of them can do the work.
P1 31:24So if council wants to, it's on the agenda as an action item. If they want to postpone it, they can do that as well.
P1 31:30So you say you're hired or you say no tonight.
P1 31:34Mayor May, excuse me, mayor, I make a motion we approve. Well, we do need to continue a lot of the discussion after a motion is made.
P1 31:42That's what I'm trying to do.
P1 31:43We make I make a motion we approve the awarding bidding to Shoemake. They're a local. They're local. They're here in Crockett.
P1 31:49I second for the bid and repair the fire station bay floor using um using their bid.
P1 31:56Okay. It's been moved and second discussion.
P1 32:01Yes. Um, I was just asking about I mean being that we just got this information.
P1 32:07So, you know, I don't want us to actually look and just go ahead and approve you moving forward with it. I would have to look at it a little bit more.
P1 32:15But um also I would like to get a copy of the uh AR fund application to see if
P1 32:22uh what we are actually supposed to be using those funds for.
P1 32:26I have the resolution. I sent that to council earlier. What about the application? There was no funds were sent.
P1 32:33But did they give us Yes, ma'am. We we adopted a resolution to use point of order. Mayor Mayor, this this there's a motion on the floor. This
P1 32:42discussion about the ARP has no bearing on this on this motion.
P1 32:46This we're talking about using those funds. We're talking about spending money.
P1 32:49We're not talking about those are the funds that we're spending. ARP funds are the ones.
P1 32:53But you're asking for the contract and stuff. That's not part of this motion.
P1 32:56This is a contract. I mean, if we if we if if if the if there is a contract for the Aubber funds, I would like to look
P1 33:03at it. And the ARA funds are the is the money that we're using that we're talking about using. So, do you know what the AR funds are? I'm looking at it right here.
P1 33:12Okay. And it says we have seen this before.
P1 33:14We had 153,000. I don't need to look at it before. I'm looking at it right now.
P1 33:17That's what I'm asking. So, we have $153,000 that was awarded out of 1.585 million. knew what the he so I'm
P1 33:25asking what I'm asking is there's a stipulation and and that's what I'm asking what's the stipulation the stipulation the stipulation is that it will be used for provision of
P1 33:33government services so they didn't give you any type of documented specify what those we we've done all this other
P1 33:41we we've done all these other projects already uh without that I mean I I I definitely understand that I I
P1 33:49definitely I got it I mean we do a lot of projects with yeah this this um on almost all of these projects in the on the sheet that is in
P1 33:58front of you um with all the projects that have been funded we discussed the ARPA and its intent and the funds
P1 34:07available at each one of these items throughout our our um but I mean I'm just I'm concerned
P1 34:14government what they actually sent us to to the guidelines to go by. So that's I've sent that to council before and I'll send it I I will send it again.
P1 34:22Yes, ma'am.
P1 34:23Okay. I don't think I received it at this at this point. Is it any other discussion? Are you ready for the vote? Yes, ma'am.
P1 34:32All in favor? Opposed.
P1 34:42Okay. Motion carries.
P1 34:46All right. So we'll proceed with shoe shoe make welding.
P1 34:55Okay. Thank you council.
P1 34:58And that brings us to item number seven
P1 35:05consider and approve a resolution of the city council of the city of Crockett, Texas. Uh this is where you want conversation. Yeah. you can give us
P1 35:14if you're okay with that because it is a pretty lengthy resolution. So, I will um I I put this on the agenda. We were
P1 35:21talking. We had found the contractor that redid our our um clarifier at the north plant last year. Um reached back
P1 35:30out to them. We met with them. We were expecting that we would have a dollar amount to present to council. Um
P1 35:37throughout the week, I requested updates. They're having problems due to our equipment being obsolete in a lot of
P1 35:45ways. So, they're having to find parts, special order, and different ways to get our clarifier up and running. They're not building a brand new clarifier.
P1 35:55They're trying to reuse our clarifier as it was designed in the 70s and built.
P1 36:00Um, they came back today and said, "[name], we are not going to have hard numbers for you to present to council."
P1 36:07And so because of that, I I'm I can't present to council this resolution because it's going to I want to capture
P1 36:15the exact cost, what is going to what what how it's going to be funded and I don't have that tonight. Um so I would
P1 36:22request and I'm going I have a quick I have this here.
P1 36:33This is the clarifier. We have two of these. You see one over here in the top left corner. Oops. It's not showing.
P1 36:40Sorry.
P1 36:45Oh, it was uh There we go. Um I had the PowerPoint still up.
P1 36:59Well, I apologize. It's not.
P1 37:02So this this clarifier uh we don't have to get it redes re-engineered. We don't have to hire engineering. We have uh engineered designs already.
P1 37:15I can close this out.
P1 37:28There it is. Oh, right.
P1 37:31That's the clarifier. Um, so this bullgeear in the center, the sweep, the arms, the sweeps around the edge,
P1 37:40these are we just disintegrated. Um, the gear the drive the drive and the motor everything
P1 37:48within this once that bolt gear fell the motor locked up. this there's you can see in here there's just deep grooves
P1 37:56where this is riding on the bottom instead of above the concrete. And so it's going to require all of this to completely be rebuilt including these
P1 38:05weirs around the edge um sand blasted rebuilt um coated and with all new
P1 38:12components and and motor parts. And so all of these items require they're trying to find obsolete um you know they
P1 38:21can't just purchase them brand new. So with that, uh, we feel like we have the right one cuz they just did the project for us last year on another one, but it
P1 38:30was a little bit different size and, you know, um, design. Um, so I'm going to have to bring that back to council, but I just want to give youall a little
P1 38:37update. Our south plant is only running on one clarifier. This one up at the top left. This one here is down. Um, I it's
P1 38:46we do believe this is an emergency repair. We need to find someone that is able to put this on the schedule that is
P1 38:54qualified to do the work um and get it repaired especially before rainy season hits us. We we are expecting some really
P1 39:02heavy heavy rain with the El Nino um weather pattern. And so this will definitely be an issue if this is not
P1 39:10back online as as soon as possible. So, we're working with our with contractors just trying to get numbers and I I will bring them as soon as I can and then put
P1 39:18it on the subsequent council meeting that once we have the numbers.
P1 39:21Can we also compare those like respected parts to new parts as well just to see like [clears throat] the
P1 39:28the um designs for new clarifiers nowadays they don't build them like this. This is
P1 39:35an older model. Um, so for a new clarifier, it just it's going to be a new clarifier like we demolish, you
P1 39:43know, we demo this one and build a new one.
P1 39:45And I can give you some rough estimates on that as well because we're actually doing that on our north plant. Yeah.
P1 39:51Rebuild. So, we will have some little bit better numbers of what a new clarifier is going to cost.
P1 39:56More cost effective to repair it or replace it? Much more cost effective to repair it. Yes.
P1 40:01Can we use the remaining art funds for that?
P1 40:04We can. We have um we have that as well as uh some asset reserve funds that we
P1 40:11have set aside for items like this. So we definitely that is a qualified item.
P1 40:20Okay. And so I would just request you know that that this be tabled until the the numbers can be brought back to council.
P1 40:26Well, if so you said it's an emergency.
P1 40:31So if it's an emergency Yes, ma'am. They don't have all of the parts that they But when was when did we find out that
P1 40:38everything was down on in the last few weeks.
P1 40:43So we're we've been meeting with our engineers trying to decide the best best way forward. Mhm. Yes, ma'am.
P1 40:51Okay. So what the resolution that you had here? Yes. Yes, ma'am. It's not. Okay.
P1 40:58Because it goes well we'll discuss [name] if that's what you want. I'm just bringing I'm just bringing to your attention about um
P1 41:07you were saying something about the engineering. So you said
P1 41:14engineering hold on result in damage.
P1 41:22So we're waiting on the engineers to come back with cost estimates.
P1 41:25The contractors yes the contractors in that case and I make a motion to table this until we get those figures. I second.
P1 41:30I Okay, it's been moved and second. We had discussion. All in favor? Ready for the vote?
P1 41:38Carries. Thank you, council.
P1 41:40Yeah, everybody missed this. Okay, so that brings us to item number eight, executive session.
P1 41:50Mayor Council, um I guess once you read that, I would like to if we could have it in here due to the um we do have quite a few guests
P1 41:59with us and we may not fit in our conference room. Okay. Okay. So, we gonna run y'all out.
P1 42:06We're going to make y'all go sit outside and we going to stay here.

Part 2

P2 0:01Uh we're officially back in session.
P2 0:04Um are reconvening to regular session and consider action on finance.
P2 0:22Mayor, council, I make a motion that we move forward negotiations with Circle T in the 10-year tax abatement for 100%
P2 0:30for the first five, then titrated down through six uh years 6 through 10. I second.
P2 0:37Okay. Second. Any discussion right now, mayor? Um, no discussion.
P2 0:46Okay. All in favor?
P2 0:59Okay.
P2 1:01Consider consideration of future agenda items. Items must be presented as a motion without discussion. If the motion
P2 1:09is second, the will be placed on the future for possible action. Are there any mayor and council?
P2 1:19move that we uh place Chief [name] on the agenda item to discuss our u our use of
P2 1:27[segment omitted]
P2 1:35So just just a description of what we use those for.
P2 1:46without discussion motion. Do we have a second? A second. Okay. All in favor?
P2 2:03I make a motion we adjourn. Second.
P2 2:23Yes, this one And we
