0:30Oh, I thought it was
0:31>> Did you get a any sign?
0:33>> No.
0:35>> Okay, so we're ready. You said Oh, I'm
0:39looking at something. I'm looking at
0:40that clock up there.
0:53>> Oh, it is.
1:006 o'
1:01>> 6 o'

1:37things that would benefit all dear God,

2:12justice for all.
2:20Good evening everyone. We hope that by
2:22now you realize you're at the city
2:24council meeting for the city of
2:26Crockett. Um
2:30at this time um we recognize any
2:33visitors that we have. Uh
2:36thank you so much for joining us. And
2:38then it moves us to the area of public
2:41comments from the audience at this time.
2:43Do we have any?
2:45>> None.
2:52Okay.
2:53>> Okay.
2:57>> Oh, he left his paper out there.
2:59>> It wasn't turned in, but
3:06>> Oh, he put it in the folder. Okay. Okay.
3:12>> Oh, no.
3:14Actually, deliver it.
3:17Thank you.
3:23>> Okay, we do have a public comment from
3:27uh Jack Lewis.
3:29>> Yes, ma'am.
3:31>> Regarding we do future items on the
3:34agenda.
3:35>> Yeah.
3:47I guess
3:53the mayor and council. Uh first and
3:55foremost, I know he's not here tonight,
3:56Chief [name], but I wanted to thank him.
3:58He's always been professional with me.
4:01Anytime I've had questions or asked for
4:03information from the partner or himself,
4:05he's always responded promptly and
4:07answered all my questions. So, I wanted
4:09to make it clear that, you know, my
4:11[segment omitted]
4:13aren't, you know, any way to be attacked
4:15on mobile. Uh, that being said, I'm here
4:19[segment omitted]
4:21[segment omitted]
4:23[segment omitted]
4:25come with them. As I'm sure you're
4:28aware, this is a hot topic across the
4:29[segment omitted]
4:32without a warrant and have led to
4:34numerous instances of misuse and abuse.
4:37For example, Last week in Lin police
4:40officers that Klein had plead guilty to
4:43100 felony accounts involving the misuse
4:46[segment omitted]
4:48investigation found Klein used more uh
4:51[segment omitted]
4:53plate searches involving his former
4:56girlfriend, her family members, and
4:58others whom she had dated. He was
5:00sentenced to 5 years in prison.
5:02[clears throat] In this particular case,
5:03I wanted to note because it shows that
5:06we as citizens of Crockett you because
5:08I'm sure, you know, I'm willing to bet
5:10that everyone in this room has been
5:12through Lufkin many times. Another
5:14particular case that really should
5:16concern Americans who value innocent
5:18until proven guilty, the case of Croana.
5:22Police investigating a $25 package that
5:25[segment omitted]
5:28vehicle. Sergeant Jamie Milan from a
5:31neighboring town visited her home and
5:33told her he was 100% certain she was
5:35guilty. When she asked to see the video,
5:37he refused, saying he would not extend
5:40her the courtesy because she was lying.
5:42By denying the allegations, Sergeant
5:45Milan stated to Miss Eler when referring
5:47[segment omitted]
5:50in that town. You can't get a breath of
5:51fresh air in or out of that place
5:53without us knowing." If that's not in
5:56American, then I don't know what is.
5:58ely had to gather her own evidence and
6:00prove her own innocence and that's just
6:02not how our system is supposed to work.
6:05These are just two examples of countless
6:07[segment omitted]
6:10systems that continues to grow. Anyone
6:13can be misidentified. Anyone can become
6:15the innocent person who has to prove
6:17they didn't do something. Anyone can be
6:19victim to the misuse. Communities across
6:22Texas and the country are reconsidering
6:24these systems and many have chosen to
6:26cancel or not renew contracts. This
6:29isn't about being anti police. It's
6:31about being pro privacy and
6:33pro-American. Local discussions online
6:36recently have shown that citizens
6:38overwhelmingly do not support this
6:40technology. So, I ask council to please
6:42listen to your constituents and consider
6:44[segment omitted]
6:47technology. Thank you. [clears throat]
6:50Thank you.
6:55>> Okay. Um with that being that brings us
6:59to the uh next item, approval of
7:02minutes,
7:03a regular session September 21st, 2026.
7:08>> I make a motion we approve the minutes
7:10from September the 21st, 2026.
7:13>> I second.
7:14>> It's been moved and second. All in
7:16favor?
7:18Motion carries. That brings us up to
7:21item number two, business. The public
7:24hearing request from Norv
7:28Noville uh Arvisu uh for specific use
7:31permit for a manufactured home to be
7:34placed on property owned by Bernardo
7:37Arzu. currently having an address of 200
7:41West Golad which is identified by the
7:44Houston County Appraisal District ACA as
7:47partial 8190 and located on the west
7:50side of the intersection of West Goolad
7:53and Sherard uh Street. Legal description
7:56being 0.53 acres of land more or less

8:09acres described in the deed to Bernardo
8:12Elvis Viso recorded in volume 1045 page
8:17512 deed records of Houston County,
8:20Texas Council.
8:24Uh, mayor council, this will be a public
8:26hearing first. So, we need to open a
8:28public hearing
8:29>> at this time.
8:32It's officially open. Public hearing.
8:35You're allowed to speak.
8:38>> I believe Miss Harveu is here. She can
8:40speak. She doesn't have to have to. This
8:42is for herself or anybody wishing to
8:45speak for or against this application.
8:51>> Yes. Um, it's my dad's property.
8:54>> Oh, if you would like to talk in the
8:56mic, it' be I don't know.
8:57>> It is my dad's property and
9:00building it home
9:05and
9:08the requirements that y'all put for me
9:10to be able to put a mobile
9:20and
9:24And there is a lot of trees where
9:29hopefully once it's approved we can
9:34cut down and make
9:38the entrance. There is two entrances to
9:41the property that I am able to use.
9:43That's one right there. And there's
9:46another
9:56two options.
9:59>> This one here
10:01>> you'll be using this app. This
10:03>> um I have two options that both
10:14Okay. Is is there anyone else that would
10:16like to have comments?
10:23[clears throat]
10:30>> If not,
10:31we move that we're now officially
10:33closing the public hearing.
10:37Okay.
10:40Item number three,
10:43consider an approved request from
10:46from request from Nar Nor
10:50uh a visa for specific use permit for a
10:52manufactured home to be placed at the
10:54location described in New County
10:56Appraiser District ACA as far 8190 and
10:59located on the west side of the
11:01intersection of West Golled and Sherard
11:03Street. Legal description being 0.53
11:06acres of land more or less out of out of
11:09and a part of the AE Gossit survey A423
11:14saving except 0.051
11:17acres described in a deed to Bernardo
11:20Aizo recorded in volume 1045 page 512
11:24deed records of Houston County Texas.
11:28>> Mayor and council I have the application
11:30in your packet. This was submitted and
11:32uh was presented to planning and zoning.
11:36Uh they held a public hearing as well
11:38after legal notices were sent out to all
11:40the property owners
11:43um surrounding this within 300 ft.
11:48This being the list of property owners.
11:51No one spoke, no one came and spoke
11:54against this application and the
11:57planning and zoning board approved it
11:59unanimously to come to council.
12:02>> Mayor and council, I move that we
12:05approve the request as stated in item
12:08number three.
12:09>> I second.
12:10>> Okay, it's been moved and second.
12:14All in favor?
12:17Motion carries.
12:19Congratulation on your new location.
12:22>> Okay. Uh brings us to item number four.
12:25Consider and approve reappointment of
12:27members of the planning and zoning
12:29commission.
12:31Council,
12:31>> mayor and council, this is um you have
12:34three expirations in September.
12:39that have stated that they would like to
12:41continue serving.
12:44um being Wade Thomas, Ray Ray Bruner,
12:48and Connie Stbon, Greg [name], and David
12:52Ty are um in their current uh term.
12:57So, the renewals would be for Connie
13:00Stbbon,
13:02Ray Bruner, and Wade Thomas.
13:05council.
13:07>> So, these reappoints,
13:09is it open for anybody else that want to
13:11be on the zoning commission?
13:13>> Yes, sir. We we'll go out and um we post
13:16it um when there's
13:20when the existing members uh typically
13:22when the existing members um
13:26>> don't want to continue serving when they
13:28wish to resign and we're looking for new
13:30members otherwise we bring them to
13:32council as a reappoint.
13:34So what was the method that they got
13:36appointed in to begin with? How did that
13:38happen?
13:39>> Just by a search and recommendation by
13:41council members so council members can
13:45um can bring forth other names for
13:48nomination um like we've done we've done
13:51that recently on other boards. This one
13:53here, uh, this board here hasn't had, u,
13:57they've been on there for some time. And
14:00so I bring those initially out of
14:02courtesy to them for if they wish to
14:05continue serving, I bring that to
14:07council. If you wish to go out and seek
14:11new appointments, you can do so.
14:13>> Um, so
14:17for us, the amount of people that can
14:19serve on that board only
14:23two, four, five members.
14:29>> Uh, some of our boards, yeah, like I
14:31guess you're saying that
14:32>> how many we have alternates. Some boards
14:34we have alternate members that one can't
14:36show up. This one here is only a five
14:39member commission.
14:40>> So, are these members appointed by
14:42precincts or
14:44>> No, they're all at large appointed by
14:46council.
14:51I was just I mean I I was just looking
14:53at the uh at the appointments um and I
14:57just noticed of course that we don't
15:00have one for precinct 3. Um I see that
15:03we have two um members that are from
15:08precinct 5. One is from precinct one and
15:12one from precinct 2.
15:13>> Ray Bruner is from precinct 3.
15:16>> Who is that?
15:17>> Ray Bruner. Bruner. He's in precinct.
15:20>> He's He's on the opposite side of U
15:25on 229.
15:27>> Yeah. So that uh that's precinct three
15:29all the way to all the way to Gold.
15:36>> No, but either way,
15:38>> that side that side of the that side of
15:40Far Road is actually where Mr. [name]
15:42Bruner lives when the um when when the
15:45last redistriced That road right there
15:49divides. Y'all give one side to me to
15:52precinct three and the other side goes
15:55to precinct 2.
15:58>> Okay. Maybe I'm mistaken. I'm not sure
15:59to say that off hand. Um because this
16:02was just brought to me, but um our
16:04current um qualifications for planning
16:07and zoning are not by
16:10are not by precinct.
16:13>> They're at large position. So, if y'all
16:15wish that to become a rule, then we need
16:17to update our ordinance.
16:19>> I mean, it doesn't have to be, but I was
16:21just uh suggesting that,
16:23>> you know, felt that, you know,
16:25>> for sure if council wants to bring that
16:27um and we can update our ordinance to
16:29>> I mean, we don't have to precinct.
16:31>> No, we don't have to do precinct at
16:33large is fine. I'm just I'm just
16:35suggesting that um we don't know what
16:39council's appointed. And you said a
16:41council's appointed.
16:43>> Yes. Yes. Council appoints these members
16:45every two years.
16:47>> And you said we can have an alternate as
16:49well.
16:49>> No, ma'am.
16:50>> Okay. No alternate.
16:51>> Not current rules. Current rules.
16:54They're set by ordinance
16:55>> and current rules do not provide an
16:58additional alternate uh position. But
17:02like I said, those are set by ordinance
17:03and council can always add additional
17:06positions if y'all would like that to be
17:09considered.
17:11But I'm just going by a current, you
17:13know, our current ordinance and current
17:15rules.
17:19These people have dedicated quite a bit
17:21of their time over the past few years
17:23and are uh they're all very active. Um
17:30we do have probably two or three
17:31meetings a month sometimes and they've
17:33been very active and dedicated to
17:36showing up. So we appreciate that. But
17:39that's council's wish
17:42>> because what I was looking at is you
17:44know basically giving opportunities. So
17:46[clears throat] where we where do we
17:47usually post
17:49uh on we put them both on our website.
17:52We keep a form if you ever wish to serve
17:55on a future commission or board. We have
17:57a form online and here at city hall and
18:01we take names. So whenever there's an
18:03opening we start calling those names and
18:04say hey this position you know we have
18:06this board that has availability. do you
18:08want to serve? And then I bring
18:10nomination suggestions to council for a
18:13new position. However, in this case,
18:15these existing members that said that
18:17they would like to continue serving. So,
18:19I didn't go through that process, but
18:20that's as council wishes, like I said.
18:23So, we do this in a form of a motion.
18:26Well, I make a motion that we approve
18:29the the uh reappointing of Wade Thomas,
18:33Ray Bruner, and Connor Stbon to the
18:36Planning and Zoning Commission.
18:39>> A second.
18:41>> Okay, it's move been moved and second.
18:43Any discussion, I guess.
18:48>> So,
18:50we're not going to find out if anybody
18:52is interested in filling these
18:54positions.
18:56Well, we have three people that are
18:58interested in filling them. If council
18:59wants to find other people and remove
19:01these pe or, you know, bring new people
19:04in, then that's something that I can do,
19:06but it'll have to be a with with postage
19:09and bring new names back to council of
19:11people that have applied. So, we can
19:14definitely do that,
19:16but we have not not currently because
19:18that's we didn't have any openings
19:21necessarily. They they wanted to
19:23continue serving
19:25So you say you have three people that
19:27are interested.
19:28>> These three right here on the board are
19:30>> the three people that are have been
19:31>> already on the board. Okay.
19:33>> I thought you said other person.
19:37>> Yes, ma'am. So we have a motion and a
19:39second.
19:39>> We have a motion and a second. You ready
19:41for the vote?
19:42>> All in favor?
19:46Opposed?
19:50Let me break the time.
19:53I'm four.
19:54>> You voted for?
19:55>> Yes.
19:58>> Did you get that, [name]?
20:01>> Thank you, mayor and council.
20:04>> Okay, that brings us to um
20:10item number
20:12>> five. Five. A presentation, discussion,
20:15and consideration of support for Dreamw
20:18Weaver's production filming project.
20:24Mayor Council member will present today.
20:26I'm excited to be here and I hope this
20:28is a fun little presentation for you. My
20:30name is Terry Weaver. I'm the uh
20:33president of Dream Movie Productions. Uh
20:35a couple years ago, we did a movie down
20:37in Trinity called Beast of Trinity,
20:39Texas. And we had a woman community and
20:43one of the first things that we wanted
20:44to do was present that movie to the
20:46leaders. So I did this very same thing.
20:48I went to city council down Trinity and
20:51ask them for their support and that's
20:53what I'm doing here tonight. So um I met
20:57with the sheriff and uh they are in
20:59favor. This is a law enforcement movie
21:01which I'll tell you a little bit more
21:02about the story. The story revolves
21:05around a Texas Ranger. It's completely
21:07fictitious. It's a story that I wrote
21:09who catches the most in
21:12in Texas and puts him away and um he
21:16goes on he's injured during this uh this
21:19pursuit and he retires goes on to become
21:22a best-selling author and uh 10 years
21:25later hopefully this is author that
21:28serial killer is released based on the
21:30evidence and that's kind of how the
21:31story unfolds a little bit more about me
21:34I'm a military guy I served in the
21:36military back in 99 was a Navy corman
21:39and I got firstand experience
21:41in very tense situations and I love
21:45doing law enforcement movies because
21:47they bring a lot of excitement and
21:50suspense and mystery. This is a mystery
21:53movie. The core genre is mystery and uh
21:56so it should be a fun exciting journey
21:58for the town. From what I understand
22:01there's never been a movie made here in
22:03Crockett, Texas. And I don't see why
22:04there shouldn't be because it is a great
22:07town. Everybody I've met has given me a
22:09warm embrace. And I think the city is a
22:13great city because it's preserved time.
22:15[segment omitted]
22:18looks really really good. I'm sure
22:19you've all seen movies that are filmed
22:22in in historic cities and towns and it
22:25just does something to the gives it more
22:27texture. So [clears throat] this is our
22:29number one pick, Crockett, Texas. I'm
22:31from the Woodlands, Texas. We are
22:33looking at other areas, but like I said,
22:35my first goal was to get the leaders to
22:39uh at least have interested. So, couple
22:42more things. The beast of Trinity,
22:44Texas, has gone worldwide. It's being
22:48seen in the United Kingdom, uh
22:50Australia, South Africa,
22:53Canada, and all over the United States.
22:55It's been viewed over 70 million minutes
22:58on Amazon Prime. And that's our second
23:00largest platform. Tuby is our largest
23:02platform, actually.
23:05It has garnered a lot of interest. I
23:07think we did a pretty good job. But my
23:08goal would be to make a better movie
23:10than my last movie. That's always my
23:12goal to keep on making better movies.
23:15And the main goal with this movie is to
23:17entertain people. There's no real agenda
23:19behind it. It is really to entertain
23:21people and tell a very Texan story and a
23:25really iconic Texas Ranger story. I
23:28think there's probably nothing more
23:30Texas.
23:32>> So I love stories. I think they're very
23:34powerful. I think they move people and I
23:37think people will relate to the story at
23:39the it's a father story which I think
23:42will be neat for those relationships.
23:45There's a lot of those relationships. Uh
23:47we are doing an event. We rented out the
23:50RITs on November 7th. So, if I may, can
23:54I pass you up a little information on
23:56that event?
24:05>> Thank you.
24:07>> So, the goal behind this event would be
24:09to um get as many of our leaders from
24:12the community to come meet the actors.
24:15We're going to have our lead actors.
24:16>> We're going to have our producers out
24:18there directing the movie. I'll be out
24:20there. We're actually going to be
24:21shooting the photography for the movie
24:24poster and um that that is to test and
24:29and see if the city will embrace the
24:30project because I don't ever want to go
24:32into the city and say, "Hey, we're
24:33making a movie on board." I want to get
24:35the buy in from the city because it
24:37takes an incredible amount of money and
24:39energy people to make a movie. There'll
24:42probably be over 200 [cough] background
24:45actors. So, it'll be a lot of
24:46opportunity for locals to get in the
24:47movie. We'll have sign up at that event
24:50for locals to sign up to be a background
24:52extra. We'll also be looking for a lot
24:54of locations and I have been up here
24:57multiple times looking at different
24:59locations and I found some good ones.
25:01We'll have a list of all the different
25:03locations we're looking for and that'll
25:05be another way to gain interest from the
25:07community. The last movie we did, we did
25:09a world premiere here back in um
25:13November of last year and we sold out
25:15the Ritz theater. So we had to schedule
25:17a second world premiere and we had over
25:20400 people at one of our screening and
25:22about 200 at the next one. It was a
25:24great success. I love working with a lot
25:27of local interest and they've just um
25:29done a great job for us. So we're going
25:31to go hold this. We did bring a lot of
25:34money from that event into the
25:35community. We had, I think, over 60
25:37people book at local hotels, bought
25:39meals, ticket sales. It benefited the
25:42Rits. I think we had over $7,000 of
25:45ticket sales that went directly to the
25:46Ritz theater. So, some good revenue
25:49there locally. Um, and I just wanted to
25:52share a couple visuals. This is a book
25:55that I wrote back in 2021. It is
25:58inspired.
26:00>> It's different, but it inspired me. This
26:02is my novel. And then I have some
26:04concept poster
26:06And I'm happy to pass this up just to
26:08kind of get a look and feel of this uh
26:11of this movie. Here's kind of a look at
26:13some of the posters.
26:14>> That's nice.
26:15>> The u the title of it is Texas Sins.
26:18It's a provocative title on purpose. One
26:21of the most nominated films in America
26:24for the Oscars was a movie called
26:26Sinners last year
26:28>> and it won some Oscars. And what happens
26:31when you have a provocative title is
26:33people either go, "Oh, what is that?"
26:35They kind of back away. So, it kind of
26:36splits the audience, but it's a good way
26:38to get people's uh interests. So, I
26:42wanted to just ask if anybody had any
26:44questions for me and if I could shed
26:47light on the story or anything else. Uh,
26:49I'd love to share as much as possible at
26:50the top of the line, but I know there
26:52are other matters to uh to handle. So,
26:54any questions?
26:56>> What time like what time period are we
26:57talking? This is a modern day story.
27:00>> Oh, I plan to film in April. We'll start
27:03filming the first Monday of April in
27:062027. Whichever location you choose.
27:10>> I mean I mean how long would y'all be
27:11filming here?
27:12>> We have schedu
27:28area being the oldest uh county in
27:32Texas. I just think it has a lot of
27:33great history that we can tap into and
27:36uh because there is Texas in the name I
27:39do think it will become an international
27:43movie just like our last specific
27:47Texas.
27:51>> That's nice.
27:53any um
27:56would you mind sharing just a little bit
27:58and I know ultimately it's up to y'all's
27:59decision but the name uh if you know if
28:03if Crockett's chosen using the name of
28:06Crockett
28:07>> um whether you would use that or a
28:10fictitious name and maybe how council
28:12would feel.
28:12>> Yeah, I'd love to share that. So we had
28:14the opportunity to use a fictitious
28:16name. I thought of them um and they
28:18carry some u
28:22some ancient
28:23with them like Texas and Arcadia Texas.
28:27Those are two names that we're looking
28:28at. The name of the town that the movie
28:31happens isn't specifically spelled out.
28:34However, we can spell it out. And so, it
28:37just depends on what the interest is in
28:40the town. I am in favor of putting Texas
28:44in the movie because what will happen is
28:46people will want to come and see where
28:48this movie was made. just makes it a
28:50little bit easier to find out where it
28:52was made. So, uh, opening the movie, in
28:54our last movie, we put a monument sign
28:57from Trinity, Texas in the movie, and it
28:59is created tourism. People go out there,
29:01they take pictures around the city
29:04locations that was filmed at. I think it
29:06would be smart
29:08in a business sense to include Crockett,
29:10Texas, but it really does not matter to
29:12me. So, I'd love to hear from city
29:14council if they how you feel about
29:17Texas.
29:18>> Well, I I'll say I'll say this. I uh
29:21it's I think you should I mean I I uh I
29:26was down at Garner State Park a few
29:28years ago and Robert Deval filmed Seven
29:30Days in Utopia
29:33>> and Yeah. And uh so we were there and I
29:35I found out we were we were real close
29:37to Utopia. So I told my wife I said I
29:40want to go to Utopia and just see Utopia
29:42because Robert Duval in that movie was a
29:45great movie. So I go we go and I find
29:47that little cafe where he uh they filmed
29:51a lot of it. So I go in and I ask a lady
29:53I said is this where Robert Du fall it
29:56was he was filmed and she said yes it
29:58is. She said I can put you in the chair
30:00that he was sitting in. I said please
30:02do. [laughter] So I I
30:06I'm for Crockett being used
30:08>> and you you probably took pictures and
30:10shared that with five or 10 people. Is
30:12that correct?
30:12>> More than that.
30:13>> Okay. So that'll have a ripple effect if
30:16we end up putting like a monument sign
30:19or even reference it in the dialogue of
30:21the movie. We can do that. It's not
30:22written right now,
30:25but I'd be happy to do that. And
30:28[clears throat] I like this town. It's a
30:30neat
30:31>> and I think we should put it on the big
30:33screen and spread it all over the world.
30:36>> Anybody else would like to
30:42>> I like the Crockett. I think it should
30:44>> I think so.
30:45>> We're well known for a lot of things.
30:47One more thing is just going to be ice
30:49on the cake.
30:51>> I think being the oldest
30:54>> fifth it's the oldest county, fifth
30:56fifth oldest city they say.
30:58>> Yeah.
30:59>> So I think it would be very beneficial
31:02um if we participated in in something
31:06similar to this. Yeah.
31:07>> Council member [name], any thoughts about
31:10having
31:12the movie.
31:13>> No, I don't have any thoughts on it.
31:19>> Sure. I'm all about it. You know, I'm
31:22very proud to tell people I'm from
31:23Crockett. And so, you know, anything
31:25else to to to get it out and that it's
31:29kind of hard to explain when you tell
31:30people where you from going down to the
31:32Woodlands, you meet people, where you
31:33from? I'm from Crockett. Where's that?
31:34Well, you know where Luck's at? Yeah,
31:35we're a little bit west of Luck. Or you
31:38know where Palestines? We're just a
31:39little bit south of Palestine. It'd be
31:40good to someone go, "You're from
31:42Crockets." I know exactly where that's
31:43at. I saw that in the movie, you know.
31:44So, [laughter]
31:45>> but I'm a little biased, you know.
31:49>> I'm a little biased to the city, but
31:50that that's just those are my thoughts
31:52on it. I don't have an objection in the
31:53world.
31:57>> Can I ask one more question to the
31:59council mayor? Um, is there any way that
32:01you would be up for doing I know we
32:04don't need an official vote or anything
32:06here, but would you like to do an
32:08unofficial vote to bring the movie here?
32:11I think that would make me feel uh good
32:14and feel embraced. And if I'm going to
32:16bring a team of hundreds of people here,
32:19it should be great to have the leaders.
32:22>> Then then I'll make a motion that we
32:23approve uh is it Weaver?
32:25>> Terry Weaver. Terry Weaver and his his
32:27company to to film Dream Dream
32:30>> Weaver
32:30>> Dream Weaver Productions
32:31>> Dream Dreamw Weaver Productions uh
32:34consider Crockett, you know, home like
32:36the rest of us and bring their
32:38production for their movie here.
32:39>> I second.
32:40>> Okay, it's been moved and second. Any
32:42discussion?
32:44>> Ready for the vote?
32:46>> I do have I do have a question. So I
32:48mean being this is my first time being
32:50involved in something similar to this
32:52and I'm always looking for ways to
32:55benefit our city. So in what way would I
33:00know bringing tourism and bringing
33:02people here would benefit our city but
33:04also when this movie makes makes big
33:07bucks how would it award and benefit our
33:11city financially?
33:13>> So I think the main financial benefit is
33:15bringing the production to the city. So,
33:18we'll have to buy food for our entire
33:20cast. We'll have to put up our actors
33:23here. Um, that will be a major expense
33:26for us. I mean, if we do the movie here,
33:28I'd love to have another world premiere
33:30at the
33:32tens of thousands of dollars if not
33:35hundreds of thousands. If we do multiple
33:36premieres and it would be neat to do a
33:40an annual screen where we can do some
33:42kind of annual presentation of a movie
33:43that was made right here in that east of
33:47Texas and it's been a great thing for
33:49their community. It's been a great
33:51thing. Now this the biggest benefit
33:53quite honestly will be the tourism
33:55effect because once we put these
33:57buildings and these shops in the movie,
34:00some diners, a location where the lead
34:03actor lives and where the sporting
34:05actors live. People will want to come
34:07out and see that and they'll do lunch
34:09where the cafe was filmed and
34:13just a lot of opportunities to shine on
34:19You know, people still go to Gibson Gib
34:22Gibsland, Louisiana.
34:24You know, where Bonnie and Clyde was.
34:26They still go there. A lot of people do
34:29just to see that little town.
34:33>> We do plan to make a very iconic movie
34:35and I think it will benefit the city.
34:40People will be entertained because of
34:44>> So, sounds like That's motion.
34:47>> Yeah.
34:48>> So, is this unofficial?
34:50>> It'll be official. [laughter]
34:51>> That's what I'm saying. This will be
34:52official,
34:53>> but um
34:54>> any other questions.
34:57>> There's a motion motion in a second.
35:00>> Has been moved in second.
35:01>> And so, we're just basically What was
35:03your motion? I'm sorry.
35:05>> My motion is that we allow Mr. Weaver
35:07and his production team to to come to
35:09Crockett and film the film the the movie
35:11here in Crockett.
35:13>> And I second it.
35:16Okay, it's been moved and second and had
35:18the discussion. Ready for the vote? All
35:21in favor?
35:24>> Opposed? Wait, I'm sorry.
35:27>> I'm not opposed.
35:29>> You're not opposing.
35:31>> So, all in favor?
35:33>> I guess so.
35:34>> Okay. I'm sorry.
35:35>> Thank you.
35:37>> Go. Everybody was in favor. Okay. Yes,
35:39sir. Motion.
35:40>> Yes.
35:40>> Thank you so much.
35:41>> Thank you for choosing us.
35:43>> Yeah. We're going to be movie stars.
35:46>> You can all sign up.
35:51>> Is there any way to get a picture with
35:52the city council with our official
35:54poster?
35:57>> Yeah, we done voted for it. We might as
35:58well go all [laughter] the way. It's not
36:00as if we have a
36:01>> Get the mayor. Get the mayor.
36:04>> We going to stand in a put on my real
36:07clothes today. I got my I got my senior
36:09park.
36:11We'll make we'll make some.
36:35>> Oh, he said he was going to get enough.
36:36Is that what he said?
36:38>> Oh, you got a couple of them. I thought
36:40he said Okay.
36:42>> Well, thank you. This is so exciting.
36:45>> We love a
36:48>> All right.
36:49That brings us to item number six.
36:54Consider and approve the proposed
36:56amendments to the home roof charters of
36:58the city of Crockett as recommended by
37:01the charter review committee and revised
37:03during council workshops for inclusion
37:06in an ordinance ordering a charter
37:08amendment election to be considered by
37:10the city council at at large meeting.
37:14>> At later meeting at a later meeting
37:16>> at a later I don't know why I said large
37:18I looked off. I'm not in the movies.
37:22I looked at at a later meeting.
37:25>> Mayor and councel, uh, as y'all know,
37:27we've, uh, completed the workshop. Uh,
37:31prior to that, we had our charter
37:34committee meetings that provided the
37:36report during the last couple of
37:38workshops. Councils had an opportunity
37:39to go over that with our attorneys. Um,
37:43those, uh, the final propositions were
37:46brought back, um, or were sent back to
37:48us. I'm bringing those to council now.
37:51uh and this this will basically um help
37:55us finalize the uh the propositions.
37:58There will still be all the official
38:01actions will be taking place after the
38:03first of the year when the actual um
38:06order of election is going to be uh
38:09submitted and voted on. Um but this um
38:13gives our attorney the go ahead to
38:18uh you know finalize drafting like the
38:20ballot measures the the language on the
38:22ballot measures using these these
38:24propositions as submitted to council um
38:28and u to get it ready for inclusion like
38:32it mentions in this agenda for inclusion
38:34to be considered by council at a later
38:36meeting. But we want to know that y'all
38:38are good with all of these propositions
38:40and that we're good to move forward as
38:42um we discussed during our council
38:45workshops.
38:47>> Well, I'm not in support of the changes
38:49just made to section 3.11.
38:54>> You said what? I'm sorry.
38:56>> Um we probably need to
39:01discuss discuss any of these after a
39:04motion is made. Um, I made the pres uh
39:08presentation to council. Those were all
39:11voted on already by council at a
39:14workshop. So,
39:16you can still vote for against, but as
39:19far as discussions,
39:21um, we at least need a motion and a
39:23second. I don't have your
39:25>> before we go to the next
39:26>> 311
39:29>> on the measure D.
39:38Okay.
39:39>> Okay. Um
39:41motion if we're going to move forward or
39:42not.
39:52I'll make a motion we approve the
39:54proposed amendments to the home rule
39:55charter of the city of Crockett as
39:57recommended by the charter review
39:58committee and revised during council
40:00workshops for inclusion inclusion in an
40:03ordinance ordering a charter amendment
40:04election to be considered by the city
40:06council at a later meeting.
40:08>> A second.
40:09>> Okay, it's been moved and second
40:11>> question
40:13discussion. um discussion of course
40:16question. Um basically I was I just want
40:18to say this um and I kind of you know
40:21y'all know how I write down my stuff. So
40:24>> um but anyway one of my um greatest
40:26honors that um of my life thus far is
40:30when I was chosen to represent the con
40:33constituents of precinct 3. I understand
40:36that often the the truth is often hard
40:39to accept, but I pledge to question all
40:43concerns the constituents ask of me.
40:50I am not in support of the home room
40:53charter amendments because the because
40:55the amendments lack original and true
40:59supporting document
41:02for which charter we are using to make
41:06updates. There is only one home rule
41:11charter
41:13approved and it was approved by the
41:15people in 1964.
41:21just to say this um, and I said it
41:23before when we went workshop was that I
41:26was on the charter. I was a member of
41:28the charter commission and when I was
41:32first on the charter commission, we
41:34voted that we would bring no amendment
41:38or no proposed amendments back to the
41:41council unless they were unanimously
41:45um voted upon by all members.
41:48I was advised by several of the members
41:51of that commission that some of those
41:55proposed amendments were not unanimously
41:57voted upon. So I cannot agree with
42:01moving forward with
42:04the proposed amendments for the humble
42:06charter.
42:07>> Okay. Thank you,
42:10>> Mayor. Thank you. Um thank you for your
42:12comment, Miss [name]. However, it is
42:14completely false. Um, all the all the
42:17propositions that were brought to
42:18council were voted on unanimously. The
42:21only one that was not voted on
42:22unanimously was not included
42:24>> in our discussions and workshop.
42:27>> Now, I understand the one that was
42:29>> I'm just I'm not I'm not bringing it as
42:31an argument. I'm just I'm telling you
42:33that that was false. That was false.
42:35>> No. Okay. Well, one of the ones that was
42:37was the one dealing with the weapons.
42:40>> So,
42:41>> and it was unanimous brought. It was
42:43unanimously brought.
42:44>> Okay. That's your opinion. State minute.
42:46>> Mr. Turner informed me that they were
42:48all unanimous.
42:49>> He informed us all of that.
42:50>> Well, where were the minutes? Where were
42:52the minutes? Nobody showed me any
42:53minutes.
42:54>> Okay. Well,
42:55>> but my the meeting just the meeting just
42:57happened and the minutes had not been
42:58brought to a subsequent meeting. That's
43:00that's typically what happens when you
43:01have the last meeting. So, the minutes
43:03are written.
43:05>> Okay. Well, I haven't seen any minutes
43:06either. That supports what you're
43:09saying.
43:10>> And it's not that we're supporting. And
43:11here's the deal. All we're doing as city
43:14council members is allowing this to go
43:15on the ballot and let the voters vote on
43:17it. This is not our decision. If you
43:19don't want it, then then when you when
43:20it's time to vote, then don't vote for
43:23>> But if we can't take it to the voters,
43:25what is the that's whose hands it needs
43:27to be in with anyway, not ours. It needs
43:29to be in the voters's hands. But they
43:31won't even get an opportunity to put it
43:32in their hands if we don't push it
43:33through.
43:34>> Well, first of all, we need to just stop
43:36pushing it through and follow protocol.
43:38So, if if it was stated that we were
43:40going to vote on that unanimously, it
43:42should have been done unanimously. That
43:44would have been a problem with me. I
43:45don't have an issue with providing u all
43:48the updates to uh the council. None of
43:51the information that I've asked for has
43:53been provided to me. I've asked for the
43:56the charter uh the 1960 the original
43:59charter. I've asked for it. I've even
44:01spoken with um the comm the chairman and
44:04asked for several other documents. We
44:06had some we went over. So, I never
44:08received any of that information and I
44:10was going I was I was told that I would
44:13receive that. I also looked for um dates
44:17that we that were uh election had taken
44:21place for amendments to be amended. I
44:23haven't seen any of that. Um, so I can't
44:26support I just can't support something
44:29that I don't have supporting documents
44:31to to I mean because my thing of it is
44:35is that if we're going to do if we're
44:37expected it's in I I'll say that this is
44:40it's integrity. So I'm not going to um
44:45board my integrity just because we want
44:48to push something through.
44:49>> Okay. Well, we appreciate your opinion.
44:51Uh, is it anybody else have any other
44:54comments?
44:56Okay. Are we ready for the vote?
45:00All in favor?
45:03Opposed?
45:07Four.
45:12Okay, that takes us to the next item.
45:22Okay, item number seven.
45:26>> No,
45:28>> I'm on the right one now. Consider and
45:30discuss the Texas General Land Office
45:33CDBG
45:35mitigation or re reallocation program
45:39MRP. Identify eligible city projects for
45:43submission and provide direction to the
45:45to city staff regarding preparation and
45:49submission of project proposals.
45:52Mayor and council, we've had an
45:54opportunity presented to us uh for
45:56something called a mitigation
45:58reallocation program. Once FEMA and CDBG
46:02have funds that have not um that at one
46:05time they may have been allocated to a
46:07city, but if the city did not fully
46:08expend all those funds, then they're
46:10returned back into the program and they
46:12have a reallocation
46:15uh fund that can then be awarded back to
46:18cities again. And so it frees up a lot
46:21of the scope or requirements that may
46:23have been once tied to these funds um
46:26before it goes back to the federal
46:27government. The state of Texas gives it
46:30back to cities say here's another
46:31opportunity at it. Um the scopes are
46:35pretty wide and um I asked Bush to kind
46:37of present this to us. I just wanted to
46:40whenever we discuss and consider like
46:42borrowing money for a street or
46:43borrowing money for water wastewater,
46:46this is an opportunity for us to apply
46:49for this these funds. They do come with
46:50a a match. Um but uh you know a 10%
46:56match is a lot better deal than
46:59borrowing and having to repay 100% of
47:01that money with interest. And so even
47:04though the it's quite a bit to choose
47:06sometimes even that 10% match I wanted
47:09to maximize our opportunities for this
47:11pro project and it's a fastmoving
47:12project um uh to to be considered and
47:17once the project is awarded to us we
47:19have three years to complete all
47:21engineering and construction and be done
47:23with spending that money
47:25>> or we lose out on that program too. So,
47:27it's a fastmoving project and I asked
47:30[name], he's [clears throat] been
47:31studying it quite a bit and he was going
47:33to be going through the application
47:34process um here if council says so.
47:38>> Mayor, council, like [name] said, the um
47:41just very recently announced when the
47:42GLLO came up with this program, they
47:45issue uh on October 19th, they will open
47:48the call for projects. Uh there'll
47:50approximately $92 million worth of funds
47:53available for this. Each city or county
47:56can submit up to three projects for uh
47:59consideration
48:01with a minimum project cost of two and a
48:03half million with a maximum project cost
48:05of 10 million. And as he said, there
48:08will be a 10% match uh for a competitive
48:11application to be considered.
48:14And the uh scope of the uh projects can
48:17be flood and drainage improvements,
48:19wastewater improvements, water system
48:22improvements,
48:24and uh permanently affixed emergency
48:25communications equipment. Uh as far as
48:29what the city needs, the three uh
48:31projects that we thought that would be
48:32the uh uh biggest bene uh biggest
48:35benefit for the city
48:38uh initially
48:40uh waterline replacements on Buoie
48:43Avenue from the square to the south
48:44loop. That's a very problematic water
48:47line for us and I believe we even had a
48:49leak in on that line today. And North
48:52Fourth Street from the square to the
48:53north loop. Uh we uh we've applied for
48:57assistance on this line before and not
49:01sure that's going to go through for us.
49:04And then Dur Street from West Golad
49:07uh to Peas, that's a project that we're
49:10also currently uh looking for other
49:13funding for.
49:15And West Goad Avenue from the square to
49:18where it terminates on its way towards
49:20the West Loop. That's another line that
49:23look to be replaced. And that would be a
49:25$10 million project. That's what we
49:28would submit that for for the maximum on
49:29that.
49:32For the second project, we would look
49:34into getting repairs and refurbed our
49:37south wastewater treatment plant.
49:40There's a lot of old uh broken down
49:43equipment out there. Um I know we've
49:46talked about it in past couple of
49:47council meetings. And that would also be
49:50another project for which we put in for
49:52the maximum $10 million.
49:55The third program we were looking at
49:58would be an assessment of the different
50:00drainage creeks within the uh city of
50:03Crockett. There's several property
50:06owners that have problems with erosion,
50:07have lost several feet of their yard,
50:10storage buildings as you know we get a
50:13good rain, washes into those creeks and
50:16just starts taking their yard along with
50:18it. I've got a uh for those that are
50:22interested,
50:23Texas Water Development Board puts out a
50:26map that kind of shows those creeks and
50:30flood areas within the city limits
50:37a lot of people just aren't familiar
50:39with how widespread those
50:42water systems go.
50:47what we really need is for engineers to
50:49come in and do a detailed assessment of
50:52those drainage creeks, take a look at
50:55them, see what we could do in the future
50:57to help mitigate some of those flooding
50:59and erosion problems. And for that
51:02assessment, we were we're estimating
51:04about a3 to4 million uh ask for that for
51:07that project.
51:10As I said, the
51:12project opens or the uh program opens on
51:15October 19th, and a deadline for the
51:19applications is December 21st. So, two
51:21months is a pretty rapid turnaround to
51:23get all this in. We've already sent out
51:26requests for proposals and requests for
51:28qualifications from grant administrators
51:30and from engineers. Those will be due on
51:33October 14th.
51:35We'll get those graded and brought to
51:37council at the next meeting to see about
51:40awarding those contracts for grant
51:43administration and for engineering
51:46and so we can get the information we
51:48need compiled and submitted to the GLLO
51:52as soon as possible. And uh but tonight
51:55all we're asking for is for council's
51:57approval for us to start the application
52:00process for this. It would likely be
52:04middle of 2027 before any decisions are
52:06made and whether we find out if we're
52:09funded or not. And then um council can
52:12decide on how to procure the matching
52:16funds.
52:18But for now, all I'm asking for is uh
52:20council approval to start the
52:23application process and get forward with
52:24this. Thank you. Do you have any does
52:27anyone have any questions?
52:32Well, I'll make a motion that we start
52:34the uh application process.
52:37>> I'll second that.
52:40Okay, it's been moved and second ready
52:42for the discussion.
52:47Um I just want to just uh for as as um
52:51us bringing it back when we when we come
52:53back will we be able to have like maybe
52:56some type of workshop to get an idea of
53:00what each council member is considering
53:03>> how to move forward.
53:05>> A lot of there's it's called a a phase
53:08one application and then a phase two
53:10application.
53:11>> Excellent. We basically cast a pretty
53:12wide net with all of our demographics
53:15and numbers and some of our needs, you
53:18know, water, sewer, you know, wastewater
53:20and and storm. And then if if we get
53:24drawn in phase one, they reach out to us
53:27and say, "Okay, now you're ready for
53:28phase two application." Then we start
53:30dialing in on costs, how much we're
53:32going to get done, where are we going to
53:34prioritize, and you know, we get funded
53:36for one or two. Are we going to go for
53:39the water or the wastewater or both or
53:41and and those discussions would be in
53:43the phase two application?
53:44>> Okay. So, in the meantime, if we start
53:47looking at um I guess our match where
53:52we're going to be where our funding is
53:53going to come from on a match.
53:55>> Yes, ma'am.
54:02>> Okay. And when you do that, when when we
54:04would be when will we be informed? um
54:07>> whenever you're available you can we can
54:09discuss match availability and
54:13>> Okay.
54:15>> But you said it but it's probably not
54:17going to be even we're not even going to
54:18know if we got selected until next year.
54:20>> Yes sir.
54:22>> It typically takes about that long for
54:23these to for the grand to look through
54:28select grade everything and then decide
54:32who who gets funded
54:34>> who gets invited. Yeah.
54:36>> [snorts]
54:38>> I think
54:40I mean I just think that you know far as
54:42preparation on funding uh kind of being
54:45knowledgeable on what we have just in
54:47case something else comes along we'll be
54:49prepared. I know that grant um seminar
54:53that I workshop that I attended is
54:55better be prepared than not.
54:57>> Absolutely. Always
55:02this old.
55:04>> We have a motion in second.
55:05>> You have a motion and second. All in
55:07favor?
55:11>> Motion carries. All right.
55:15>> Thank you, council.
55:20>> That's it.
55:23>> Then we do the uh we have any
55:25consideration
55:29New business.
55:33Nothing else.
55:37>> I make a motion we
55:40>> second, third, fourth, fifth.
55:44Here
55:58you go, [name].
